Port Arthur Burrendered, but was Not Conquered.
ST. PETERSBURG, Jan. 3. Commenting on the surrender of Port Arthur, ~the~ *Novoye Vremya" to-day" -
sayo:-
*Russia has been struck by a thunder- bolt, although for some time past all havo- been awaiting this inevitable blow, which no efforts and no personal bravery rendered useless by the scarcity of ammunition, could ward off. - Every Russian heart is, nevertheless, wrung with anguish.
'Port Arthur surrondored, but was not conquered. The blood spilt by our bro thers was not in vain, because for seven months and a half they have kept occupied the flower of the Japaneso Army, thus rendering incalculablo services to Russia, which must now show herself worthy of them. Port Arthur has fallon, but the honour of Russia and the glory of the Russian Army are intact,"
The Rus declares: The national pride of Russia has been stricken to the heart by
this terrible fresh trial of pitiless destiny, but Russia would not be a great nation if she let herself bo cast down for even a moment in this hour of disaster. We have, above all, need of unity of thought and action. Let the divisions in the strength of the nation coase, and with it let this shameful stain on its clear rea son disappear. Without the co-operation of the people the Government cannot aur- |mount this great rational calamity.

We were victorious in 1812, and we' will be victorious now at any cost, if we are strong in an alliance between the governing class and the governed. With- out such an alliance nine-tenths of the Russian people lie dead and putrefying, perishing unavailingly and ingloriously It is absence of this alliance that has brought. upon us the present disaster.'

But who would have dared to give such advice at a time when most of those in naval
and military circles supposed to-be-com- potent not only would not admit the inevi tablo fall of Port Arthur, but still believed that it was possible to save it by dispatching fresh squadrons? To have made the sugges tion would have appeared to be guilty of a frightful anti-patriotic heresy, which would have provoked indignation at least equal to the enthusiasm with which the idea of sending a third equadron was received.'
The news of the capitulation of Port Arthur was received with incredulity by the general mass of the people. ! We have heard the same story so often, was the fre- quent comment. As the afternoon were on, however, the spirit of unbelief gradual. ly gave way to one of quiet resignation, and even in many quarters of thankfulness and relief that in at least one portion of the theatre of war an end had been put to use. less bloodshed. It was high time, and should have been done long ago," said many. Reuter.
TIMELY SUGGESTION.—This in the season of the year when the pru dens and careful housewife replenishes her supply of Chamberlain's Cough Remedy. It is certain to be needed before the winter is over, and results are much more prompt and satisfactory when it is kept-at hand and given as soon as the cold is contracted and before it has become settled in the system. In almost every instance a severe cold may be warded off by taking this remedy freely as soon as the first indication of the cold appears. There is no danger in giving it to children for it contains no harm. ful substance. It is pleasant to take-hoth adults and children like it. Buy it and you will get the best. It always eures. IMPURITIES IN THE BLOOD. We have Been hosts of letters from all sorts and conditions of people, in which the writers acknowledge the benefit they have received from Clarkes's Blood Mixture, which as a curative agent cannot be too highly estimated, since it cleanses and clears the blood from all impurities, and restores it to its normal condition. This is a good testimonial from the Family Doctor, the popular medical weekly, which goes on farther to say: It is certainly the finest blood purifier that science and skill bare brought to light, and we can, with the utmost confidence recommend it to the Report of the Directors and the State- our subscribers and public generally.'
