THE MARINE COURT AT HONGKONG,
The Merchant Service Guild have lately been in communication with the Secretary of State for the Colonies on the subject of prosecutions in the Marine Court at Hong- kong, the Harbour Master, the Hou, L. A. W. Barnes Lawrence, R.N., noting as the Magistrate of the Court. The case which the Guild particularly alluded was that of the prosecution of a shipmaster for alleged obstruction on the high ass and wilful disregard of the Rules of the Rosd The facts, as stated in the judgment of the Harbour Master, were that the master of the steamer temporarily left the vicinity of the wheel and left the direction of affaire in the hands of the pilot. Owing to the latter's alteration of the course a collision with another vessel encued. The Harbour Master stated that he did not know how far the pilot took charge in the coastal runs, but in no-wise was the master Absolved from responsibility in the event of an accident, and he was fined 100 dollars, or in default, fourteen days, im, prisonment.
The Guild, in taking serious exception to this judgment, said that an undoubted iu- justice had been committed, and that the decision of the Barbour Master was bad, 1376not only morally, but from a lawful stand- point. They said that a master could not always be in the vicinity of the wheel, and, in absence, it was perfectly proper and seamanlıku to leave the supervision of the steering to the pilot. Further, the Guild "desired to know under what statutes's Court such as that at Hongkong was constituted, as they were not aware of others of the kind olsewhere. Also, mention was made Foreign Affairs, after representations of the Guild, had caused a despatch to be sent to Shanghai that in any case in the High Court Affecting merchant vessels, there should be at least one merchant captain as-

The following table is a chronologically arranged list of mail steamer sailings to Europe, America, Canada, and Australia. Coast ports, Manila, and Japan are not given, for steamers are constantly sailing for those ports.
All
the American steamers call at Japan, and the majority of the Australian boats call at Manila, and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. The P. & O. mails ugually reach London in about 28 days, and the French and German in about 28;or 30 days.
Coal freight from Japan ports to this have continued to follow a downward tendency, principally in consequence of several ready steamers wanting to find their way down South. Business has been done at $1.80 per ton, Moji to this, prompt loading, but it is not likely that more tonnage.can be had at that figure for forward delivery, Charter has been put Moji/Saigon, a through t 33 per ton. Those who have for some time been striving to help distressed Europens in Hongkong, and who have hoped to co some scheme evolved which would relievo the man in the street from the necessity of doling out aims to all and sundry who might plead poverty, will read with interest the following correspondence which has been forwarded to us for publication :-

Hongkong Tides, The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analy of observations taken by means of an au romatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
