Due to the recent friction between the government and reservists and the trouble incident to an extensive strike, St. Peters burg is practically under martial law.

LATER. The astounding announcement has been made that the aristocratic officer's battery, many of whom are closely related to the royal family, fired the shot that was pre-

pared for the purpose of assassinating the Taar and the entire royal family.

The officers of the battery are under nominal arrest but their standing and well- known loyalty to the Government is taken as conclusive evidence that they have no quilty knowledge of the reckless and daring attempt on the Emperor's life.

The theory is that the non-commissioned officer and two privates who handled the cartridge and loaded the gun are directly responsible, as it would be impossible to mistake a blank cartridge for one with the regulation charge, even under the most or- traordinary circumstances. It is the pre- sumption that these men were simply the tools of Nihilists and were willing to sacrifice their lives as a consideration toward se complishing the death of the Tear or some member of the royal family.

REVIVALISTS IN WALES.

Service in a Coal Mine.

In the varied history of Wales thero has, probably, never been held such a meeting as I have just had the pleasure of attending writes a Standard correspondent in Cardiff. Hearing of an open-air service at two o'clock in the morning I, in company with two ministerial friends, proceeded to a colliery four miles away. Having previous- ly obtained permission from the manager, we were permitted to descend the shaft, lamps in hand. At five o'clock we had gone about a quarter of a mile into the workings when we heard the voices of men approaching us as thoy sang revival hymns. Nearer and nearer drew the flickering lamps, and soon scores of mèn tired with the toil of a ten-hours' shift, had assembled at one of the partinge.

The overman who was our guide imme- diately struck up, 'Here is love like mighty oceans,' in Welsh, and soon the mine re- sounded with the soul-stirring music. With- out invitation, an old man falls on his knees In prayor, and in an instant all heade ore uncovered, and the colliers are kneeling Hardly has he finished when another song of joy makes the pit ring afresh. The departure of every steamer is subject to alteration. The P. & O. mails usually reach London in about 28 days, and the French and German in about 28 or 30 days.

DOCKYARDS BURNING.

Two fires occurred this morning, the first of which was at No. 10 New Market Street, near the scene of a fire which took place a few days ago. By the time that the Fire Brigade received the alarm and got on to the scene the flames were coming out of the

It seems sufficiently marvellous that aut instrament should be devised that can mechanically inscribe script at some 800 words a minute when the averago fast pen- man cannot write much more than 30 to 35 words a minute. The system is, of course, extremely technical, but can, perhaps, be roughly described as follows:-

The message to be transmitted over the wire is first prepared on a perforating ap- paratus. This apparatus is very much like an ordinary typewriter, and is operated at about the same speed. It converts the message into perforations on a strip of paper, resolving it into sets of components,

necessary for the reason that the electrical currents can only transmit single compon- ents. The holes are varied to correspond

The varying currents generate vibrations in the respective telephonic receivers, and the motions-vertical and horizontal res pectively are communicated to a single mirror, in such a manner that ona sot of components causes vertical movements of the mirror, and the other sot horizontal movements. A ray of light is directed on to the mirror from an incandescent electric lamp, and is inflected from the mirror through lenses, on to a slip-of sonsitized photographic paper. The two motions of the mirror are sufficient to form all the cha. racters of handwriting; but, of course, if made slowly the characters would be angular. But the mirror moves only to the extent of about, one hundredth part of a millimètre, while the exposure of paper is no more them the thousandth part of a second, so that the enormous rapidity of the currents and the movements make the characters practically round. So fast does the mirror move that, when the working parts were exposed, observers could barely discern more than a flash of light, but the sensitized paper showed the momentary flash resolved into a line of the plainest handwriting.
