mail question. The Australian Common- wealth had passed a law debarring the Government from entering into a contract for mails in which the ships to be employed should carry Indian seamen and fremen. That was a condition which, of course, the Imperial Government would be absolutely unable to assent to, because the Indian seamen and firemen who are employ ed on board our vessels are just as much British subjects as we are, or as the people of Australia are, (Cheers.) How this mail service was to be dealt with in the future he could not tell. They might have to con sider the possibility of dispensing altogether with an Australian mail contract. In that

case in all probability they should have to divert the splendid line of steamers which they now.run to the Australian Colonies to

NOTICE.

Sir Thomas then referred to the seizure of the MALACCA, which, he said, had now passed into history. Thanks to the prompt intervention of Lord Lansdowne, the ship was speedily released at Algiers, but seeing that the captain, some of the officers, and the whole of the crew had been turned adrift, the particular service in which the ship was engaged was greatly disorganised, and for the loss which the company had sustained in the matter they had made s 13 very moderate claim on the Russian Gov. ernment, which, he had no doubt, would in due course be met. But the seizure of

and a menace and disadvantage to the Braightforward and honourable shipowner. (Hear, hear). Attention was then called by Sir Thoma the intimation of the Admiralty that the raval cruiser agreement, Undo Sell by Public Auction, made in 1888, and several times since re- newed, would come to an end in April next. Ho said he believed that economy was the cause of this change of policy, as by giving up all these naval cruiser arrangements a saving of probably £10,000 a year would be affected. But ho was not surprised of policy should that this change have occurted, because, happily for all of us the position of the Navy was totally different from what it was in 1985, when we were obliged to search all over the world to find commercial vessels to act as naval cruisers,

We were all glad that the

con-

Navy was now stronger and more powerful, but if we should be unhappily engaged in war all the best of the morcantile marine would then stand at a very high premium indeed. All our wars Had shown this to be the case, whether the campaign was the Indian Mutiny or the China war, and, the last example of all, where would our empire in South Africa be but for the magnificent- efficient work done by the mecantile' (Cheers,) Sir marine of this country? Thomas then dealt with the accounts of the company in detail. There was an increase in both the passenger and the freight receipts. and, looking forward; ho sidered the prospects of the company were favourable. Throughout the East general- ly there wore indications of larger trade, not only in India, but in China, Japan, and Australia, although abundant tonnage might prevent anything approaching. boom. As to Japan, it almost appeared, looking at the last 30 years, that her people, who had been dormant for cen- turies, had been aroused into a sew interest by contact with affairs previously unknown. But to whatever extent we might admirë Japan as an ally, we must not lose sight of the fact that Japan had been and would be one of the most determined competitors of the commerce of this country. Japan, by means of subsidies and bounties, by means of cheap labour, and by great mineral wealth, would strain every nerve, when. ever she had the opportunity, to make herself felt in all the commercial market- of the world. Last year Japan exported po fewer then 250,000 tons of lucifer mat- thes. in which she had succeeded in mono- polising the whole trade of the East.

Some years ago Bombay began spinning on a large scale, and by the aid of cheap labour and demonetised silver, suc. ceeded in ousting Manchester from a trade which she formerly enjoyed in exporting yarns to China. Bombay's success was so great that Japan took up that trade, and was striving by every art to oust Bombay from the same trade from which Bombay ousted Manchester. The P. and O: Com- pany carried raw cotton from Bombay to Japan in order that Japan might cut the throat of Bombay. It carried cotton twist from Bombay to China in order that Bom- bay might cut the throt of Japan, and the company was between the devil and the The chairman concluded by deep sea moving the adoption of the report, which wrg seconded by the Earl of Loven and&c, &c., &c. RISE OF THE PRICE OF COAL,

LONDON, January 18. ́

Tactics of the Viceroy.

(From Our Correspondent.)

CANTON, Jan. His Excellency the Viceroy reports that in the west of the province of Kwangai the rebole are very nearly extinguished or scattered. He seems very anxious to secure all the weapons which the bands of robbers. now hold, and, in order to accomplish this, he has offered various incentives, both to the troops and to the civilians, in the way of promises of money and even official rank.

|

A sudden demand from Germany has raised the prices of coal, especially that of banker coal, in England; yesterday in some cases 21- a ton extra was paid.

The rebels are apparently in possERSION both of. Mauner and Winchester rifles, for

each of these is mentioned in the promise of reward,

Twenty taels are offered as a reward for each of these weapons secured from the robbers. Further, if ten guns can be secured by one man, he shall forthwith be made a mandarin of the first rank; and if he secures twenty he shall be made a mandarin of the second rank, with the. stroke of the pen, and shall wear the blue button. Higher ranks are offered as induce- ments to those who will risk their limbs in this way in the hope of getting official rank and employment.

To an outsider it does not quite appear. how ordinary civilians can hope to wręndłe Winchesters from the experienced bands of confirmed robbers. The offer, however, may stimulate the troops.

The indictment was a lengthy document and after it was read Mr Ferrers raised an objection to it, contending that it should be quashed or amended on the grounds of misjoinder and uncertainty. Two separate charges could not be contained in the one indictment, he submitted.

Mr Calthrop replied that it was not so, if the charges srose out of the same acts.

THE LOOKOUT'S SONG.

Staring, staring into the night,

Till the dawn lifts rose and green; Or moves still gray on a silver tide, While a wide sea sleeps on either side, And the slim ship sleeps between. Staring, staring into the night,

Beneath the starlit sky.

Far away there's a white foam flake, And low in the sea the new stars wake,

As a passing ship goes by. Staring, staring into the night,

As we slip by an unknown shore. What does it hold, that land unseen? Thoughts like tears for what has been.

Or the hope of something more? Staring, staring into the night,

Recent reports from England show that we are on the eve of further important improvements in this Channel service. Up international service were 19-knot steamers of the paddle-wheel type. These boats were admirably adapted for their work, as they drew little water, were able to enter and were capable of getting up a speed out any of the shallow harbours of the Channel, of all proportion to their draught. Their days, however, appear to be numbered, as the Belgian Government has decided upon the construction of a turbine steamer, and the old paddle' will gradually be replaced

OCIATICA is pain like red hot needles So

I continued, with the result that to-day I Am better than I have been for years, not. withstanding my age (67).”

Mr Price's rapid care was due to the fact that Dr Williams' Pink Pills make new and pare blood.
