The anxiety of holders to realize consequent on the incessant decline in the rate of the raw material, has frightened away buyers from the Market in the first part of the interval. Holders are still anxious sellers and would yield to atill greater concessions if any large ordora be placed, but dealers are acting very can- tiously and buying only for immediate wants, whilst their previous purchases at higher rates are being very slowly cleared. While the preliminary stops taken by the Government of Mexico to bring about a chango of that country from a silver to a gold basis took place, many months ago, it is none the less interesting to follow the gradual and stendy development of Mexico's carefully considered plan. Last month another important stop was taken toward the final consummation of Mexico's far reaching plan of abandoning the silver basis without in any way dis- turbing the country's domestic or foreign commerce. This was the introduction of a bill in Congress discontinuing the coinage of the old style silver dollars for domestic use, although expressly permitting such coinage for uso abroad. One clause of the bill provides that the dollars to be coined. for exportation shall not only be of the old style, but that they shall not be roimport
ed. For domestic use a new silver dollar is to be issued in place of the old dollars, as the latter are retired. This dollar, will be distinctive in style which
