Chicago, Nov. 30.-Peter Nissen is ber lieved to have either smothered

to death in his rolling balloon Fool Killer, in which he started for a trip across the lake yesterday.
The opinion that Nissen was lost became general this afternoon, when it was found that after twenty-four hours there was still" absolutely no word from the inventor, who somo years ago shot the whirlpool rapide of Niagara Falls in a barrel. He has not been sighted by any vessel.
The possibility of Nissen's smothering to death was considered more definitely when it was learned that his
this only supply of air was that pumped into the Fool Killor be- fore the craft was launched. It was said by Nissen's brothers, however, that the navigator had computed hia air, and figured that it would last him for a great number. of hours.
At the Weather Buroat it was said that even if Nissen reached the shore he would fer from the cold, as there w£S & SNOW- storm near the Michigan shore, and that ap his boat had no means of heating and per- 1378 mitted no air to enter, the navigator would

Stevensville, Dec. 1.-Peter Nissen, who started across Lake Michigan in bis boat, Fool Killer No. 3,' was found dead on the beach, two and a half miles west of here, to-day. Nissan is supposed to have been washed ashore during the night. His Fool Killer was about twenty rods down. the beach from the body and was much damaged. A life preserver and his over- coat were fastened to the basket-shaped car in the boat. The body was brought to Stevensville, where it lies in the Town Hali. It is almost certain that Nissen prać. tically reached shore alive yesterday about 4 o'clock, after he had been out of Chicago twenty-four hours. The Fool Killer No. 3' was then seen about 200 rods from shore, off Livingston, six miles south of Stevens- ville, A heavy gale was blowing and it is presumed that he was unable to land and was probably tossed about on the shore all night,
It is believed that Nissen was either un- Conscious or so thoroughly chilled that he was unable to save himself when the Fool Killer' finally collapsed, and that he was drowned.
When the wrecked aquatic balloon waa examined one of Nissen's business cards was found, on the back of which was a note from the dead adventurer saying an air hose upon which he depended to renew his 69 supply of air, had broken and that he was
doomed to die of suffocation.
William Fuller, a farmer, saw the balloon boat being driven towards shore about 4 p.m. yesterday three miles south of the place where Nissen's body was found to-day. When Fuller sighted it the craft had ap- parently not yet broken up

PHILIPPINE CIVIL AFFAIRS,
The report of the chief of the Bureau of Insular Affairs for the past year has just gone to press, and contains, much interea- ting matter relative to the administration of civil affairs in the Philippines.
The work of establishing civil government may now be said to be accomplished. With- in a period of four years, dating from the arrival of the Taft Philippine Commission in Manila, the whole framework of the pre sent government has been erected, and the work was rendered the more difficult because the ground had to be cleared of the wreck of the old Spanish colonial systom, that was so foreign to American ideas of gov
ernment.
The first three years may be called the period of construction, while the past year was the period of trial that witnessed the complete operation of the new machinery of government; and the results of the whole have been most satisfactory.
Attention is called to the legislation that the Commission recommends to Congress and which is embodied in a bill now pend- ing in the Senate, it having passed the House at the lust session. The most im portant subject is a material reduction of
the present tariff rates on Philippine sugar sad tobacco. The Filipinos practically lost the Spanish market by the transfer of. sovereignty to the United States, and naturally look to the latter country to take their surplus products,
This tariff re duction can be mado without injury to any American industry, and it is strongly urged by the Secretary of War.

The report reviews the work connected with the Philippino exhibit at the Louisiana Purchase Exposition at St. Louis, and the visit of the honorary commission of distin-. guished Filipinos to this country, the object of both being to acquaint this country with the resources of the Islands and the Fili- pinos with the institutions of this country. Exhaustive tables are given of the com merce of the Islands, both in the way of exports and imports, and imigration statistics are ala giren.
The subject of constwise and interna. tional shipping laws and regulations are reviewed, and the importance of providing means whereby the Islands may develop a railway system ndequate to their needs are dealt with briefly but clearly.
To all those who are interested in this effort of the Government to administer the
