FRIDAY, DECEMBER 8, 1904.

A FREE SUEZ (ANAL.

It is becoming increasingly evident that the propriety of a substantial reduction in the dues levied on vessels passing through the Suez Canal will soon have seriously to be considered. We are aware that, withan

income augmenting by leaps and bounds, the Suez Canal Company has made certain concessions to its customers. But those concessions are of a distinctly moderate character, and of a type which could scarcely in decency be withheld in view of the extraordinary

Intimations.

real question, however, is whether this at 4 P. international enterprise ought any longer to be regarded as a money-making con- cem of the toll-gate order, or whether it should not be rendered toll-free, save and except so far as some charge is essential to

The misfortune is, of P.., to convey visitors on board the Flag- course, that our Chancellors of the Excho-ship, and will make a second trip on each day at 2 r.M.. It will leave the Flagship 10 minutes after the last race on each day.

quer, in these impoverished times have come to look upon the income from England's Suez Canal shares as a very useful souroo of revenue. Consequently, official hostility to any policy of reform would be evoked at the outset. Since, however, British tonnage represented 62 per cent, of the total which enabled the Suez Canal Company to earn last year sufficient to pay 27 per cent. of its capita! had it been so disposed, it is clear that British interste would materially bene- -fit, even if the Budget suffered. But there is a much wider aspect of this question which has been overlooked amid all the chuckling and congratulation of the nation on Lorl Beaconsfield's lucky purchase of Suez Canal shares. It is well stated in the letter which we published from Messrs. Turner and Co.:-

Through the Courtesy of Mr Dixon,' the Chief Manager of the Hongkong & Wham- poa Dock Coy. Ld.. a Launch will leave Blake Pier on THURSDAY and FRIDAY

than Europe is to-day for trading with HUMPHREYS' ESTATE & FINANCE tho For East; and we тву be that she is not going quite sure to build the Panama Canal for any other purpose than that of substantially encoura- ging her maritime trade. In other words, she is not aiming to make a profit. It is quite possible that with the opening of the Panama Canal the directors of the Suezen- terprise will have to lower their tolls. That, however, will only be an admission that in the past it has treated Europe unfairly. That European trade is entitled to the ad- vantages of this short cut at cost price, or nearly so, may not as set be a popolar doctrine in official circles. But that it represents a sound policy, and one that must eventually triumph, we cannot doubt. The Suez Canal Company has sufficiently served its purpose. What is wanted now is an International Suez Canal Trust.- Shipping Gautte and Lloyd'« List.

Most of the ships of war which have, by the way, been sunk or stranded in many previous reports now seem to be surely battered out of action, and with the annihilation of this formidable factor going on before their very eyes the besieged forces can be excused if their hearts begin to give way, and their hopes begin to falter. The great faith they exhibited in the coming of General Kuropatkin's forces, and the timely arrival of the Baltic fleet has now almost shattered, and the only console they can derive from their strenuous efforts to hold the foftross, in spite of the dire defeat that stares them in the face, is that they are holding back a large force of the Japanese army from assisting their comrades facing General General Kuropatkin on the Shaho. OUR BANKERS.

The Inaugural Address delivered in London recently by the new President to the Institute of Bankers may be said to have held up the mirror of Finance to that comprehensive subject—the condition of the country. Those who assume—not unnaturally-that a discourse to such an audience, and on such an occasion, must be severely technial, will revise their opinion as soon as they begin to read Mr Spencer Phillip's survey of the year from the point of view of those who are, in effect, trustees. with large discretionary powers, of the floating capital of the community. It is the fashion to charge them with narrowness. Like other men who are engaged in the of departments of the vast business conduct of transacted day by day, and year by year, in these Islands, they must devote their attention primarily to the interests of

of their own profession. But the very nature of their occupation guarantees the complete impartiality of their judgments. They have the strongest selfish inducement to be public-spirited, for their prosperity is absolutely dependent on the general well- being.

It may, perhaps, bring home to the electors some sense of the mischief done, either by organised obstruction or individual caprics, that Mr Schuster, following the lead of the Chair, described the wrecking of the Bills of Exchange Bill as a disgrace. It was, ho sald, a Bill of a few lines drawn up by the Lord Chancellor himself, perfectly non- contentious; and yet it had been twice blocked for

unknown reason. According to Mr Spencer Phillips, if bankers acted on the strict letter of the existing law the entire business of the country would is paralysed. If this be a detail, it is one of such enormous import-
