In the Amalgamated Society of Engineers, in the Boiler-Makers' and Iron Shipbuilders' Society, and other trades-steps have been taken to get rid of malingerers; but the men dealt with are those only who rub the Society and their brother-members by being on the funds when work is available, if the man is industrious enough to seek it, and sober enough to retain it when obtained. That is, of course, just the class of mun most likely to shirk an honest fair day's work when employed; but it is to be feared that there are others, though not so bad, who do not throw themselves into their work as they ought to do on the principle of a fair day's work for a fair day's wage. They may not be actuated by malice afore thought, but they are naturally indolent. If they have any energy at all, it is ex- pended in sports and pastimes. The Outdoor Superintendent of the com- plainant's firm stated that on July 8 the defendant borrowed $150 from the bank and signed a Chinese document promising payment.
He hoped that there would never be a conflict between Great Britian and Russia, but as the responsible trustees of the safety of the Empire they had to regard military facts.
Mr Harding objected to the document be- ing put in under the Stamp Ordinance, it being unstamped and having been signed out of the Colony. If they had paid it they would have been liable to a fine under the penalty section of the Ordinance

VICTORIA RECREATION CLUB REGATTA.
To the Editor of the "CHINA MAIL.' SIRI have just had an opportunity of seeing a programme of the forthcoming regatts, which announces that out of thirteen races five are open to clubs other than the V.R.O., under certain conditions. These conditions this year are somewhat extraordinary, at any rate for Hongkong. The condition to which I wish to call atten- tion more particularly is attached to each of the five open races, and is that the race is to be rowed in boats the property of the competing club or unit. Which means, that any olub possessing a superior racing boat would have an immense advantage. There is no time now for any club to have. a boat built before the regatta, and the fact that the V.R.C. have had them built would lead all to suppose that the condition had been framed to suit that circumstance.
