THE NEW THEATRE
REGULATIONS.
The new theatre regulations, which havə been issued by the Lord Chamberlain to the theatre managers at Home have called
for some comment. Speaking generally, tho new rogulations Are eminently satisfactory, but those ro. gulations also contain a feature of great technical importance-namely, they distinctly specify that all scenery, wings, skyborders, and cloths, whether on the stage, in the au 'itorium, or other parts of the premises, must be rendered and maintained non-inflammable ад far na practicable. It will be remembered that noon after the Chicago theatre fire stress was laid upon this question of the improg. nation of the scenery of the stage, and we ourselves have, long before that sad calast- rophe strongly advocated that the whole secret of theatre safety lies in the non- combustibility of the stage and its appurtenances. Only last month the members of the International Fire Service Congress at Budapest passed a very useful resolution to the effect that the non-inflam- mability of
·bility of the
and the non-combusti- ïust be considered abso. lutely essential for the protection of huinan in placos of public entertainment. It is life pleasant to now read of the Lord Chamber- lain boing in accordance with the primary portion of this recommendation. It only remains to see that the now regulations be conscientiously npplied, for a mere conting or a superficial treatment with chemicals will not suffice. Impregnation in the true sense, both of the textiles used in the scenery and the light scantlings of wood used in framing it, should be the sine quá non of what is termed as far as practi cable' in the Lord Chamberlain's require. ments. As we have said on an earlier occasion, the reliable non-inflammability of wood and textiles is now no longer a matter of experiment, but ono of commercial practice, so the theatre manager cannot have the slightest excuse for any lack of thoroughness in meeting the now rule in question.-Engineering.

large business, beth for cash and on time,

The decline is probably owing to the rumours that the Japanese transports are about to be re- leased, otherwise there is no apparent reason. Douglas Steamships have found investors at 2835, and China and Manilas. are still in demand at $25. Star Ferries (old issue) remain qulot at $40: there are sellers of the new shares at $30. shell Transports are on offer at 23/6 Shanghai Tugs have been fixed at Tls. 48 for the 1518 ordinary and at Tls. 474 for the preference

PROPOSED RHINE TO DANUBE
SHIP CANAL.
Intimations.
MITSUBISHI COSHI-KWAISHA
According to Engineering, particulars are given in a Foreign Oflice report by Dr. F. Rose of a project, now under consideration, for the connection of the Rhine and the Danube by a ship canal by way of the Neckar, The unfavourable position at present occupied by the Kingdom of Wür- temberg as regards communication with other parts is an argument in favour of the project, which, if carried out, would place Würtemberg in the middle of the largest and most important waterway in Europe. From Mannheim to Heilbronn and from Heilbronn to Canstatt, or Esslinger, the bed of the Neckar would he utilised, and from Neckaroms to the Danube the beds of the Rems, the Rocher, and the Brenz The total estimated cost is £7,000,0′0, of which some £2,000,000 would go to the canalinn. tion of the Neckar. It is though, however, that an Reset value of about £1,340,000, due to the water power from the various A1, locks might be expected. The length from Mynnleire to the Neckareas wey'd be 110 miles and themes to the Tonuh 711⁄2 mi'sa. or a total of 1814 miles

LONDON, October 20. The India Office denies that the occupa. tion of the Chumbi valley will continue for 75 years.

Дongkong Tides,
The tide table given below has been Compiled at the Nautical Almanao "Office in London from the result of the analysis of observations taken by means of an au- tomatio tide-rocording machine in the Wa. ter Polios Basin at Taim Sha Tsui during the years 1887-8-9..
The zero of the table corresponds with the zero of the soundings ip the Admiralty Charts which has been found to be 4 feet 8 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
Day of
October 23rd to 29th, 1904.
