REVIEW.
| JAPAN BY THE JAPANESE. A Survey of its Hizbest Authorities. Edited by Alfred Stond. William Heidemann, London,
Of all the bushels of books that have from time to time boen produced about Japan this latest on the market is about the best. It is not of the type of the effort of the casual globe-trotter who spins around the const ports, takes a day or two
at Lake Hakone, runs down for another | day or two to Nikko, drops in at Kamikura, goes down the line towns to Kobe, and then sits and spine out a volume pre- tending to be a reliable guide to affairs Japanese. There is nothing like that about it at all. It is distinctly unique. It is a book in which the hand of the foreigner plays but an infinitesimal part. The chapters of the work are contributed by | Japanese—and Japanese who are amongst the most competent in the country to deal with the subjects upon which they have written :-Men who are at the heads of Government departments or in the service of the country directing her affairs, and shaping her destiny. To get between one pair of covers the highly important matter that Mr Stead has accumulated is a feat that one would regard as almost impossi. 1376 blo. The result, however, is a work that should be a standard one on matters connected with the Mikado's empire. Those who have written have access to data that would never be available to an outsider, and though some may think that. that vory circumstance might lead to a misrepresentation of facts we do not credit it. Marquis Ito is the author of the articles on the Constitution, the growth of Japan, and the duties of political parties Field Marshal Yamagata, the Commander- in-Chief, deals with the national policy under the Constitution and describes the

the gentleman who is giving the Russians in Port Arthur so many sleepless nights, tells of the Army of to-day, which he is direct- ing in the field. A description of the Navy is penned by Rear-Admiral Saito. Diplom- acy is placed in the hands of Professor Ariga, while Count Okuma covers foreign policy. Finance receives the attention of Count Inouye and Count Masayoshi, and banking is dealt with by the Ministry of 1783 Finance and Mr Yamamoto, an ex-Governor of the Bank of Japan. The articles on commerce and industries have been left in the able hands of Baron Shibusawa and Mr Soyeda, while there are a number of articles

The statesmen of Japan recognise the wisdom of calling in the aid of foreign capital to assist in the development of the resources of the country. "Such capital may be introduced either by the investing of money by foreign inves- &c.tors in Japan, or else by the raising of loans by the Government abroad. The danger of the latter plan is that the money thus obtained would be spent without bringing real benefit to Japan" and Japanose indus- tries. Also, there is the danger that large; loans would produce similar effects to those of the indemnity. In my opinion, there 1884 would be considerable difficulty in raising a large foreign loan simply upon the credit of the country, there being considerable dis- trust of Japan as an investment. But the most valuable result of the gradual repayment of the bonds would be the distion of a great quantity of actual monetabout the country in small aniourts, which would be most easily re-invested in home industries, thus dove-. loping Japan's resources to a very high degree. This method of utilising a loan would keep the money in the country, whereas ordinary methods do not.". FAN

Japanese and Russians Compared.
An American correspondent makes an in- teresting comparison of the qualities of Japanese and Russians on the field, paying due praise to the bravery of both sides, but showing clearly where the Japanese system is superior. In one place he says:—
The number of casualties among the Rus. sian officers, and particularly their Gener als, while no Japanese General has been hit, is due largely to the different theories of generalship followed in the two armica. The General of the Japanese are directors, while the Russians cling to the old Skobe- laff tradition of a commander at the head of his men leading the fighting. From the Japanese lines we can see the white coated Russian «fficers riding conspicuously before their troops, while from the Russian side it Lust be hard to discover the Japanese of ficers, because their uniforms are so like those of the ranks, and because General Kuroki and the lesser Generals usually are. nomewhere behind the fighting lines, managing, their battles by telegraph and telephone.

Judgo Parker is making a desperate effort to capture the mugwump vote. The campaign is developing into a hot one. Vice-presidential candidates Fairbanks and Davis are heading rival touring parties and addressing large crowds in various states.
Bryan is waking up the Indiana detal, mocrats and the contest promises to be exciting in that state. The democrats are making a strong effort to win the German vote. Judge Parker apende much of his time at his party headquarters in New York, conferring with campaign leaders.
President Roosevelt is in Washington, and refrains from any utterances. It is believed, however that if the democrats make too much headway, he will break his silence during the last week or ten days of the campaign and make a fow of his old. time Rooseveltian specches.

RIFLE SHOOTING
It seems that Hongkong is not to parti cipate this year in the Imperial Rifle match promoted yearly by the Rupanyup Rifle Club of Victoria, Australia, but that is not Hongkong's fault. The practice of the Rupanyup Rifle Club is to send out cir- culars, but so far no circular has been re- ceived by the Hongkong Rifle Association.
