HE TIBET MISSION,
Latassa, September 19, via GyantËR, September 24.-From intelligenes gather ed, our departure from Lhasas is likely to be the signal for a cupflict of political factions that will involve the Stein confusion. The Dalai Lama is reported as still hanging on the outskirts of the Mongolian desert near Nagehuka, and is likely to return. He still commands the loyalty of a very ounsidemble body of monks. The Sers Monastery, which con tains 68,000 lamas, is known to support him. Gaden Monastery, though containing a party devoted to his cause, comprises a large faction supporting the deposed Shata Shape, whose family is most influential, The present Council, who recently con- oluded the negotiations, are not strong men and may throw in their lot with the Dalai Lama. We hear of troops unass ed to the north west on the border of the Chang-tang desert, also a largo gathering east of Lhassa. We do not know to what faction these levies owe allegiance, but, as previously telegraphed, it is quite likely that the party will come into power which will subvert the now conditions. Whatever party gains the upper hand, the position of the Chinese Amban is not enviable. It' does not necessarilly follow, if the Dalai Lama returns, that he will repudiate the treaty. He may be shrewd enough to ac- cept it, in which case the words temporari- ly deposed in the Amban's proclamation may save the face of the Chinese, and re- lations continue as if the Dalai Lama had remained at Lhasss to lend his authority to the Convention. The Sanpo is now rapid. ly talling. It has been decided to cross at

This way the expense of the Army's keep falls on the Lhassa Govenment, who pay an indemuity, and our presence in the country has not been a burden on the agricultural popula tion. The tarmers, peasants and traders in the villages through which we passed have been enriched by our preseno. No doubt there wore a few cases of individual looting during and after the protracted operations at Gyantee. These, when dis. covered, were severely dealt with. At Nangartso two sepoys were sentenced to two years' imprisonment for attempting to rob a monastery,, another who took the earrings of a Tibetan was severely flogged. The Tibetans were always quick to report cases of loot, and only two petty thefts have come to notice z since the deterrent example at Nangartse. It is safe to say that when we leave Lhassa to-morrow not a single article will have been abstracted from the temples or monasteries,

JAPAN AND CHINA.
The Echuir publishes an interesting in- terview with a French official, who has just returned from the Far East, concerning the general situation in China, and the effect produced by the Japanese Although the name of the official is pur- posely withheld, it is not improbably M. Francois, the onergetic Consul in the Yun- van die rict.

He says that the present calm which prevails in China is more apparent than real. Strict orders from Pekin havo urged

immense influence throughout the Bounty, and everywhere throughout the Middle Kingdom the defeat of the Russians is being commented on. As Mukden is approached, greator interest than ever must be t-ken in events, and the Pekin Court must anxiously await the news whether the possession of the famous tombs of its ancestors is to pass from the hands of the Russians. This authority says it will be curious to note what the Japanese do when they reach there. It is probable that they have long since made promises to the Chi nese in the eventuality of the sacred city falling into their hauds.
