FOR BABY'S SKIN
SCALP AND HAIR
Something for Mothers to Think About EVERY CHILD born into the world with an inherited or early developed tendency to distressing, disfiguring humours of the skin, scalp, and blood, becomes an object of the most tender solicitude, not only because of its suf- fering but because of the dreadful fear that the disfigura- tion is to be lifelong and mar its future happiness and prosperity. Hence it becomes the duty of mothers of such afflicted children to acquaint themselves with the best, the purest, and most effective treatment available, viz., THE CUTICURA TREATMENT.
Warm baths with CUTICURA SOAP, to cleanse the skin of crusts and scales and soften the thickened cuticle, gentle anointings with Cuticura OINT- MENT, to instantly allay itching, irritation, and inflammation, and soothe and heal, to be followed in the severer cases by mild doses of CUTICURA RESOL- VENT PILLS (see below), to cool and cleanse the blood, are all that can be desired for the alleviation of the suffering of skin-tortured infants and children and the comfort of worn-out, worried mothers. A single set is often suficient to cure when the best physicians fall.
Millions of Women Use Cuticura Soap
Assisted by CUTICURA OINTMENT, for preserving, purifying, and beautifying the skin, for cleansing the scalp of crusts, scales, and dandruff, and the stopping of falling hair, for softening, whitening, and soothing red, rough, and sore hands, for baby ranlies, itchings, and chaings, lu the form of baths for annoying irritations and Indammations, or too free or offensive perspiration, in the form of washes for ulcerative weaknesses, and for many sanative, antiseptic purposes which readily suggest themselves to women, especially mothers, and for all the purposes of the toilet, bath, and nursery.
CUTICURA RESOLVENT PILLS (Chocolate Coated) are prepared to meet the wants of delicate women, and sensitive children, and are pure, Rweet, and tasteless. They are beyond question the most successful blood purifiers and humour cures yet compounded.
CUTICURA REMNDING are sold throughout the world. Australian Depot: fl. Towns & Co., Bydney. Britich Depot: 17-23, Charterhouse 8q., London. Frenda Depot: 6 fue de la Palz, Paris. POTTER Daug and Chim. Cozr., Bole Props, Boston. U. 8. All about the Skin." free.

SUPPOSED SPY.
Foreigner Arrested at Milford Haven.
In August we published a special cablo- gram stating that a foreigner had been arrested at Milford Haven for espionage. The London Chronicle of August 11 thos reports the incident;
For twenty four hours a suspected foreign spy has been under arrest at Chapel Bay Fort, which is one of the batteries guarding the entrance to Milford Haven, the chief base of the Red squadron in the naval

My information is that at the beginning of last week, two strangers took up their residence in a small village on the south Bide of the Haven. Their presence attract». ed no particular attention, as tourists are common in this neighbourhood, and an indifferent knowledge of English is not regarded as something calling for remark.
Nor did the fact that these gentlemen were indefatigable photographers excite interest. The most remote village in Eng land or Wales has become callous to the amateur photographer. But though the

matter of more than ordinary comment in the village, the fact came to the knowledge
of the naval authorities.

would bequito legitimate, one supposes,
for the commander of the Blue Fleet to
send omissaries to this port to discover the
whereabouts of the Milford flotilla, or to
should make out the secret numbers of the boats,

the reading of which by the enemy, puts them out of action. And, to guard against this, the vessels have strict orders to cover up their number-boards when they are in harbour.
But the possibility of spies from the nominal enemy, though one to be guarded against, is not of much consequence. The

from several sources obtained official confir. mation of the fact that a foreigner has been arrested and detained at Chapel Bay Fort,
Both naval and miliary authorities here are naturally very reticent as to the details, but it seems cortain that a boat has been detailed for the special duty of watching the coast in order to prevent the escape by sea of the companion of the man who has been arrested.
What may be the particular offence which is charged against these foreigners I am un- able to say. I learn that the usual penalty allotted to a person who is seen taking
photographs in the neighbourhood of the forts is the confiscation of his camera, so it would seem that a much more serious offence has been alleged against these men.
The part of the bay where they have been staying overlooks the Dale Roads, where for some time past the submarines have been carrying out their evolutions. The water is very clear there, and generally smooth, and sufficiently deep for diving.
The acarchlights have also been display-

He had difficulty in making himself understood, but the landlord having a slight knowledge of French the visitor got on good terms with him, and explained that his doctor had advised him to go to the seaside,,
The landlord corrected his estimate of the seaside, Milford being about five miles from the ocean, and on the. Tuesday he left, saying he was going to Swansea. His subsequent movements have not been traced, but suspicion is insistent in con- necting him with the alleged spy.

THE LATE CAPT. BAYLY.
Mr Alexander 0. Murray, Master of Elibank, writes of the late Capt. Bayly, R.N., that, In a word, Capt. Bayly ved Northern China.' When Sir Edward Seymour left Tientsin on his gallant but unfortunately ineffective mission to relieve the Legations at Peking Captain Bayly romained behind as senior officer com-. anding the international forces. Against these troops were pitted the finest regi. Tents of the Chinese regular army, pro- vided with quick-firing cordite guns of the latest pattern, and armed with the best weapons of precision which modern in- ventive genius could devise. That our

field guns firing black powder, which dis- closed their position at every shot, and thereby caused unnecessary loss of life among our best officers and men, is not to be wondered at. To show the gravity of the situation around Tientsin, Capt. Bayly, in a letter to me, remarked that it is «nyone's game, with odds on the Chinese.'
It is notorious in the Far East that the attacks on the Legations slackened owing to the presence of some protecting hand after the success of the international'arma at Tientsin. These altered circumstances wore due entirely to the initiative, curago, and tenacity of purpose of Captain Bayly. Whon matters assumed the highly criticnl -ato as stated in Captain Bayly's letter al- ready quoted, the oflicer in command of the Russian troops implered the British naval officer to permit the troops to retire Captain Bayly to safer military base.' declined, adding that he and his Naval Brigade would be wiped out rather than He was backed consent to such a course.

Had public attention 'not been wrapped up in the South African struggle, the heroic conduct of Captain Bayly and of his brava of ficers and men would have been emblazoned in every homoatend where the Anglo-Saxon tongue is spokon. And yet the Admiralty. to their shame, would not grant a clasp to the men who fought at Tientsin. It was because I know Captain Bayly's strong opinions as to the niggardly and scurvy treatment which his men received in this connection that I ventured on previous ac casions to draw public attention to the fact. But in vain. Is it yet too late to grant a Tientsin clasp to these men, although a

́OTHING LIKE EXPERIENCE.
One truth learned by actual experi- once does more good than ten expériences one hears about. Tell a man that Cham- berlain's Colic, Cholera and Diarrhoea Remedy will oure cholera morbus, and he' will most likely forget it before the end of the day. Let him have a severe attack of that disease, feel that he is about to die, use this remedy, and in from his own experience how quickly it gives relief, and he will remember it all his life.
