STRENGTH
باید ورم با هم مرا در این
Thousands of men are mere pigmies of what nature intended them, backward, over sensitive, fearing to venture, delicate, easily discouraged, short of breath, weak nerved, lacking the grit, the "sand" which is the possession of vigor- ous manhood. They need Electricity, which is ani- mal vitality. It is the foundation of all vigor. It is fuel to the engine which runs the human ma- Chine. Electricity, as I apply it, is a source of new life to all parts of the body. My
Dr. McLaughlin's Electro-Vigor
Restores the snap, the vim and vigor of youth. Any man who wears it can be a giant in mental and physical development. Men, are you weak, have you pains in the back, varicocele, weak stomach, constipation, lumbago, rheumatism, onlarged prostate gland, or any of the results of early mistakes, excesses or over work? My method of applying Electricity while you sleep at night will cure you. It fills the nerves with the fire of life.
For twenty years I have studied Electricity as applied for the upbuilding of manly strength, and my method of treatment, now tried and successful, is the rosult of my study and experience.
Electricity is life to the weak parts and to the nerves of the body. They cannot live without it. Get back the power and make your- self n man among men.

one's thoughts of it, as the present time-
The daily passage of strenuous and pa-- tient multitudes over this bridge for con- turies does not arouse the interest of one' Royal pageant. If it did. there would overy day be people out of bed before the dawn to see it.
Yet it is well worth seeing once. I keep a little to my country habit, and I know how the sun gets up behind the Tower like a national herald, not vaingloriously, but in a very majestical quiet. You can hear the river lapping against the piers. How fine a scene it is! A few plain tops of warehouses upon the Burry side grey-gilded, among clear shadows; dark barges on a luminous tide; the Middle- sox frontage vague, with its huddle of maste and funnels half discerned, all fairly blue and unsubstantial. It looks huge, however; and I think the foolish bristles of the Monument, seen for the first time so, would cast a barbarous romance upon it. Perhaps that is what they really mean. But away beneath the sun floats & inistier wonderland, the Tower Bridge being the singular gate of it. I like this picture, be cause the simplicity and mysticism are unlike daylit London. You get silence and broad masses; there is a glow and exhala- tion of Nature's magic, not the town's. And you are alone with the joyous miracle.
Not long alone, alas! It is not here as it is in the country. Some ruined fellow- creature passes, wan, indifferent to it, and then the glamour is gone.
Wholesomer souls are about an hour later because they must be-railwaymen, wagoners, marketmen, drovers, slaughter-

is not typicallyet of the City; such a stream of collariose men may be seen in many parts of London about the same time; but it moves north. In the Borough High- atroot there is a wholesale mart of backed- up carta forming a minor Covent Garden and, looking over into Lower Thames-> Street, you sue that thoroughfare packed with carts being loaded from the shipping. Tho stream on wheels is coming south- railway and carriers vans for Willow-walk, loads of sacks marked Borough Market," beer drays, fruit fa piled baskets, boxes of fish, and crates of Irish eggs. In all this there is nothing unique, nothing proper to London Bridge.

ARTHUR
A refuge from Port Arthur who is a na- ive of Tientsin and who until shout throw weeks ago was an interproter in the Russian Commisariat Department in Port Arthur writes to a kinsman doing business in Shanghai a letter concerning the rondinon of the Russians in the beleaguered port, the contents of which letter have been placed
tour disposal.
The writer who is an educated Chinese and had been in the Russian Government, employ at Port Arthur sinca 1897, states in his letter that his Department, which at the commencamunt of hostilities in February last had been supplying on an average daily rations to some 33,000 fight- ing mon belonging to the land forces, at the time of his departure was only required to furnish rations for a little over 15,000 men in the fighting line, that is to say, men who were able-bodied and judged fit to take their places in the defonco of Port Arthur. Fur- hermore, that whilst previously the Do- partment only concerned itself with supply- ing food to the land forces it had during the six weeks prior to his departure been finally ompelled to do the same also for the sea- ne of the fleet, must of whom had been landed from their half-wrecked ships to act as artillerists and assist in garrisoning the forts. In other words the 15,00 › odd men on active service at the date of his leaving Port Arthur were composed of both soldiers and seamen of the fleet.
All available houses out of the line of well us the terrible Japanese fire as countless cellars and caves hollowed out on the hill sides, both in as well as out of this line of fire, were filled with sick and wounded, roughly estimated by the writer of the letter at about 24,000, which number also comprised sick and wounded A serious outbreak of non-combatants. fever had also broken out which, while he was there, was carrying off several tens of people daily, and in this category the He hitherto healthy also did not escape.
official source also learned from sure that the supply of ammunition for the artillery was being rapidly exhausted and those in authority had ordered that all ammunition must be carefully husbanded. The quantity of small arms ammunition was also becoming daily smaller smaller owing to the distracted and nervous condition of the soldiers who fired at random and recklessly on the slighest pretence.

For an explanation of this strange ner- vousness the writer of the letter attributes it to the terrible effect of the shells which on exploding burst into small fragments, dealing death to uvery one who happened to be within a radius of fifteen feet or so of any bursting sholl. Hence the nerves of hitherto slow and phlegmatic Muscovites have now been stretched to a tension at almost breaking point. The writer thinks there cannot now be suflicient food to last the fast diminishing garrison at Port Arthur note than five weeks at most, the last two of which he thinks would have to bo on half-rations for each mat, either well, or wounded. Finally, when the writer of the lotter was leaving, most of the soldiers and sailors of the port were earnestly praying that the Japanese would make a grand assault on the place when they declared that they would surrender without hesita. tion, in defiance of their officers. - N.-C. [BRUTER'S BERVICE.] THE GOVERNMENT AND THI TIBET CONVENTION,
LONDON, September 20.
Mr St. John Brodrick, speaking at Bromley, justified the Tibet expedition andTM convention, by which, and by recognising Chinese Suzerainty, we had secured our trade right; also an indemnity, coupled with' the occupation, for a sufficient time, of a portion of the Chumbi Valley. We had carefully kept our pledges not to perma mently occupy Tibetan territory and not to exercise any permanent interference with
internal affairs. Mr St. John Brodrick added that if the cabinet was no effeto as was depicted it could not have come ao satisfactorily out of this business, the final settlement of which depended largely on
communication with London.
