There is no gain saying that the koonest competitor the Londoner has is not the foreigner, but the provincial. Some trades in the great city are solely, recruited from outside the metropolitan area, others are gradually being monopolised by the country bred, rnd in a few, the real Cockney is al« ready a rara avis. Indeed, there are many |provincial strongholds in London-strong. holds which correspond to some extent to those of the English in Paris, Rume, and other Continental cities. In some parts of the metropolis there are 'shops which are wholly supported by people from certain countries, as, for instance, one in which only Devonahíre delicacies and other produce are sold.

Two things which have little in common -practicality and patriotism-avo largely responsible for the provincial invasion of London, so far as it is controlled by employers. Practicality is a factor in the matter because in some trades masters will not take apprentices, Specialisation and the minute subdivision of labour have been carried to such a pitch in the metropolis that it is practically impossible in certains trades--branches of the building trade, become 'all-round workers in London.

Patriotism (its other name isclannishness) has an effect on the provincial invasion of London in connection with those industries in which the employers themselves are mostly country bred. Everybody has noticed that, as a rule, an Irish or Scottish firm prefers assistants from its own country, and, indeed, sometimes refuses to engage any others. A well-known provision house for instance, is a veritable Scottish strong- hold; and in the same way a certain Irish firm of licensed victuallers employs only inmigrants from the Green Isle as barmen. Determined that there should be no reason for complaint this time, he removed the cork, and to the unbounded amazement of the customer-who is in the mineral water trade-calmly watched the effervescence subside before pouring the water inta & glass!!

What happens in isolated cases like those is common in certain trados, with the re- sult that those trades are very largely in The milk trade, in provincial hands. which the Welsh are so strong, is a case in point. One man from the Principality, whose own beginnings in London were of the humblest, has not only installed seven or eight of his relations in dairies, but has also brought up to town from Wales scores of men as assistants or barrow-men. And the same thing has been done to a greater or lesser extent by others, till now the- Welsh have probably more than one-half of the entire milk trade of London..

Another instance much to the point is the drapery trade. In the wholesale houses provincials have nearly always a better chance of engagement-and advancement -than Londoners, mainly because the principals themselves so often hail from the country. Manchester is exceedingly well represented in the Wood Street area, numbers of Mancunians coming to London after they have gained experience in their native city. Some, indeed, are promotod by employers in Manchester to their City houses.

In the retail drapery establishments the proportion of provincials is less striking but this is solely owing to the circumstance that the female assistants are mostly

Londoners. Taking men only, the prepon derarice of those from the country is as great in shops and stores as it is in ware- houses. Of all parts of the three kingdoms Wales is by far the best represented in the retail drapery marts, and the reason is plain to anybody who uses his oyes in Regent Street and Oxford Street, and no- tices the Welsh names over such shopa.

Other reasons, however, are responsible for the dominance of provincials in 'some, trades and industries. Their superior physique tells in breweries, at least for dray work while on railways there supremacy is due to a combination of circumstances. When the Great Central

An inquiry was held at the Magistraev this morning, by Mr H H. J. Gompertz and a jury consisting of Massrs. H. A. Lam mert (foreman), A. Boyd und L. S. Jame sou, concerning the death of a Chinaman named Choung Kam Teai, which occurred at the Naval Yard Extension on August 31. Inspector Gourlay conducted the enquiry on behalf of the police.

Dr Hunter, Assistant Superintendent of the Government Civil Hospital, stated that- he held a post mortem examination on the body of the deceased and found that death had been caused by a fracture to the skull, The whole of the skull was flattened as if sotne very heavy weight had fallen on it. There were a few bruises on the body but no bones brokon. The injuries to the deconsed's head would have brought death about almost inst ntaneously.
