Entry of the Missión.

CAMPS ALUNO, August 2,

To-day we came in sight of Ehassa. From our camp, about seven miles distant, we can see the golden dome of the Potala, the Dalai Lama's palace, built on a bluff rock north of the city and the Lamas' Me- dical College on a conical hill facing it. The rocky monastery projects from the hill to the south like a screen hiding the city as if nature had conspired in its seclusion, No view can be obtained until one is within three miles of the place. The Mounted Infantry reconnoitre so far to-day, passing Dajung Monastery, a huge building, golden-roofed, and large as a

town.

The environs of the city appear thickly wooded. The Kyichu, the holy river of Lhases, is u more considerable streain than was expected; in places it is as broad as the Thames, and at Madow sandy dunes, overgrown with scrub,” like the east coast of England, extend to the margin of cultivation, loaving a well- defined line between the green cornfields and the barren, sand. The crops, which are now ripening, promise plentiful harvest. The hillsides are bare and sterile, coated in places with acres of cultivated land, while all around is sand and crumb.

The city is squalid and filthy beyond description; undrained, unpaved, not s single house looked clean or cared for. The people of the city are strangely incurious. A baker kneading dough glanced at us casually and went on kneading. Women weav ing barely looked up from their work, The streets are almost deserted, perhaps by order of the authorities to prevent an outbreak. As we returned small crowds had gathered in doorways and women were peering through windows. No one followed or took more than a listless interest. Rumours concerning the whereabouts of the Dalai Laina are most contradictory, The Nepalese Resident says he fled with Dorjieff Nagchuka a hundred miles north of Lhassa. The Amban denies the report. Others say he is at Gaden Monastery close by. His movementf are shrouded in mys- tary. Dorjieff is supposed to have fled to Mongolia weeks ago, perhaps tu collect

The Tibotaus have established a bazaar utside the camp, and the Shapes are bringing in presents.

Good fishing is obtained in the neigh- bouring stroanis and a race meeting is be- ing arranged. M. J. Lemaitre, in a mood of pessimis- tic retrospection, answers in this wise;

"How can I know if it in the duty of the litterateur to take part in politics? Never was there so much talk of duty as at this period of our weakness and self- Let us say, that it is the abandon. right of every writer-and it is his duty if he deems it sucb.'

'M. Maurice Barres, the well-known lit- terateur,,adds & pithy postscript to his answer, and says:

"

If I had had time to be brief, I would have told you that it is the business of every writer to discuss the questions that occupy the public mind. Consequently, he should write of politics also. But pro- perly speaking, oue does not become a man of politics by the simple fact of writing discussions. The most brilliant of debaters remains but a man of theories, while the statesman, the true politician, is a man of practice. No doubt scientists and writers can become men of affairs, but neither litera- ture nor science has anything to do with it.' -Translation made for the Literary Digest.

Within the last few days the besiegers have secured several places of commanding position, both on the eastern and western side, and the artillery fire from these has materially altered the situation and broken the impasse which at one time threatened the besieging force.

there are eight shell holes of which four are on water line and another four under water line.

The Taotai thought the dates given by the Harbour Master are rather too long and are not in accordance with Interna tional Law and the repairing of the funnel should not be allowed, and the only repairs which can be allowed to the Askoll are the shell holes on the plates; and the repairs should be limited to the navigability, which can be done in a few days. As the Grosovo has no serious damage and had a speed of more than 16 knots per hour when she came to Shanghai there is no need of fur ther repairs. Therefore the Askold must finish her repairs within two days and after the repairs a grace of time of twenty-four hours will be given to her when she has to go out of the port, and the Grosovai shall go out of the port at the expiration of 24 houra from noon of the 19th instant. If these two war-ships do not leave port at the timo given they shall be taken over by the Chinese authorities and their arms and important machinery bo taken away and be looked after by the Chinese authorities. This was written to the Rus- sian Consul General and the Russian Admiral informed. The Shanghai Taotai also informed the Japanese Consul General, saying that the settlement of the matter is in compliance with International law.

The Russian Consul General answered the Shanghai Taotaj that the cruiser and the destroyer are now under repair and have to complete repairs at the date given by the Harbour master and they cannot leave Shanghai at the time prescribed by the Shanghai Taotai, that is 48 hours and 24 hours respectively.

Yuan Taotni cannot change this decision that the destroyer shall leave at noon of the 20th and the cruiser leave at noon on
