tions of the 'littlo-Japanogo friends, or rather apes, of the English, who, with the help of the money of their teachers in bar- baric lore, had not only taken upon them to introduce into their own country all the coarseness and turpitude of the West, in order to be able to abandon their national culture, of which they were decidedly not worthy, but, further, to imitate the horrors and stupidities of the military Imperialism which characterises the decad- once of our intellect and sentiment."

The main idea of the book is the im- portance of the Buddhist Church in Asia, and the efforts made by Russia to capture it, and so to control a most powerful agency which has exorcised an influence similar to that of the Roman Catholic Church in Europe. In this portion of the book we are made aware of many minor details in the great campaigu for Russian ascendancy. Some of those subterranean movements had come under the personal observation of the writor, and he is quite ready to credit the accounts given by M. Ular. But of the universal ascendancy of the Buddhist Church in Eastern Asia, of the strength of the religious tio which binds the different branches of the Buddhist peoples together, and of the political efficiency of that Church as an organisation he has strong.doubts.

The most important points in the book. are three sidelights thrown upon Russo- Tibetan-Chinese relatione, and although these are not actually established by documentary evidence, they are evidently from authentic sources of information, and fill in gaps in our present knowledge in a plausible manner.

The first relates to the actual breach between Lhassa and Peking (which occur red in 1902) of which, although students of Asiatic affairs had become aware of the fact, too many people in this country ap pear to be ignorant. M. Ular givos datos and causes. The Ladakh incident aroused feeling in Tibet against Chins, where the Tibetans had appealed in vain for assistance against Britain, and this was aggravated by the signing of the Sikkim Treaty in 1890. The Dalai Lama then inclined an ear to the persuasions with which Russia had approached him through various agencies.

which could hardly be taken on the unsupe ported testimony of the author (although ho quotes the text), were it not confirmed from other sources, relates to the Russo-Chinese agreement concerning Tibet. The limits of a review prevent any atisfactory resume offthis opisode, which is now of loss impor tance since the events of the Russo-Japan. esc war and the explicit denials from St. Petersburg of any such understanding. It has become known, in certain European diplomatic bircles, that at the very time this agrooment was undor negotiation (unoffici ally, of course) at Poking, Dorjieff, the Russian-Buriat agent who enjoys the con fidence of the Dalai Lama, arrived at Luassa with another unofficial trenty, conclu- dod direct with Tibet, which excluded China The suo- from its benevolent provisions. cesses of Russian diplomacy have, however, been thrown into the shade by the mis takon policy of the past few years.

Enough has been said to show that, des. pite the lack of authority inevitable from anonymity, and the exaggerations and ab surdities due to an ultra-Oriental pose on

the part of the author, there is much that

view of the situation:-

It is a new

To believe that the Yellow Poril consists exclusively in the champness of actual manual labour is to display complete ignorance of Chinese social conditions. To believe that it consists in the possibility of the Chinese nation adopting European military barbarism, in order to drown the West under the waves of an immense and irresistible invasion of brute force, is to hase our ideas on a conception of national life which the Chinese have abandoned for two thousand years. The few experimenta in militarisation which are being undertaken since the horrors of 1900 are to be imputed solely to the Manchu dynasty, which rea- ting on the army, is only sustained by a show of brute forco. China herself will nover be militarised; she will crush the West by her civilising force.'
