As to what character the intervention should take, or what degree of pressure should be brought to bear, is not for me to suggest come people ridicule the idea of armed interven- tion; personally I think that the interven. tion should be armed-aye, and armed to the teeth-in the cause of international good faith.

I have gone to no little trouble to collect the opinions of representative men on the subject of what terms would be acceptable to Japan, and would satisfy the Japanese in case of their bringing the war to that point which I have had the hardiness to anticipate. I have interviewed not a few of the sense-carrier, of the nation, and found there was quite a strango unanimity of opinion regarding what these terms should be. Politicians, military men, bankers and others, wore amongst those with whom I discussed this matter; for ob- vious reasons many of them requested me not to quote them, but amongst those who had no such objection ware Count Okuma, Mr Sonoda, of the Fifteenth National Bank, Count Soyeshima, and one of the members of the grost Mitsui firm.

The first question I put to them was whether they desired to retain Port Arthur or not. It appeared to me that if they so wished they had every right to retain it. The fourth question that I put was what will become of the Manchurian Railway. There appeared to be a consensus of opinion that Japan would not be prepared to take up the financial burden of it, but that it might be run under a joint ownership oi internationally-supplied capital.

Cities on Fire.

The city of Strasburg, the capital of the Gerinan province of Alsace-Lorraine, and the French city of Toulon, have both been swept by devastating fires. It was thought at one time that the famous cathedral in the former city might bo consumed in the con- flagration, but it fortunately escaped. The damage in the French city is estimated to be considerably heavier than that in Stras 1483 burg and the loss of life there is also heavier. The city of Strasburg is famous for ita cathedral, its great clock, and its patés. Mosers Lamke and Rogge report in their freight circular, dated Saturday, 13th August, as follows :—

Business has been very quiet during the past fortnight and only a moderate amount

of chartering has come to pass on basis of last quotations.

As regards chartering from Saigon to this port, a hand-to-mouth business has been done, at 14 to 15 cents per picul but, towards the close, a better demand has sot in and a fair advance in rates is expected. The local rico market is much firmer in consoquence of a brisk enquiry for Japan account, several fixtures of steamors having consequently resulted at about 30 conts per pisul, Saigon to Japan, there have also been rather pressing enquiries, but rates of freight named being entirely out of propor tion, considering the distance. to those paid from this port, business has been From Shigon for quito impracticable. Philippine porta, there has been some on- quiry with a moderato business resulting; closing rate is 27 cents per picul, but for smaller size only.
