If they succeed in doing this, they will- only then have succeeded in forcing Russia to do what she promised to do by the 8th of last October. That promise was given a solemnly and deliberately as it was possible. Its non-fulfilment after a long period of prevarication, excuses, and sub- Lierfuges was openly admitted.
It was one of the most flagrant and gigantic breaches of a nation's faith and word that modern history can show. The promise was not made to Japan alone, but to all the Powers, yet that one little nation, alone and singlehanded, will enforce its fulfilment.

tervention on the part of the others to whom the promise had been given. As to what character the intervention should take, or what degree of pressure should be brought to bear, is not for me to suggest come people ridicule the idea of armed interven- tion; personally I think that the interven. tion should be armed-aye, and armed to the teeth-in the cause of international good faith.
I have gone to no little trouble to collect the opinions of representative men on the subject of what terms would be acceptable to Japan, and would satisfy the Japanese in case of their bringing the war to that point which I have had the hardiness to anticipate. I have interviewed not a few of the sense-carrier, of the nation, and found there was quite a strango unanimity of opinion regarding what these terms should be. Politicians, military men, bankers and others, wore amongst those with whom I discussed this matter; for ob- vious reasons many of them requested me not to quote them, but amongst those who had no such objection ware Count Okuma, Mr Sonoda, of the Fifteenth National Bank, Count Soyeshima, and one of the members of the grost Mitsui firm.
The first question I put to them was whether they desired to retain Port Arthur or not. It appeared to me that if they so wished they had every right to retain it. They might rightly consider it the spoil of 1409 a double war. No fair-minded people can consider it other than an international crime that it was taken from them after the Chinese War. There was, however, a re- markable unanimity of opinion that now

The fourth question that I put was what will become of the Manchurian Railway. There appeared to be a consensus of opinion that Japan would not be prepared to take up the financial burden of it, but that it might be run under a joint ownership oi internationally-supplied capital.
On the au ject of their ideas as to indom- nity from Russin, there was natually con- siderablo divergence of opinion, as the cost of the war to Japan in as yet unknown, and this will, of course, depend on its duration as well as on many other things. Their main idea, however, appeared to be that if they succeeded in capturing Vladivostock they should hold it until an adequato in demnity was paid by Russia, and then return it to her, thus giving her a port on the Pacific.

Cities on Fire.
The city of Strasburg, the capital of the Gerinan province of Alsace-Lorraine, and the French city of Toulon, have both been swept by devastating fires. It was thought at one time that the famous cathedral in the former city might bo consumed in the con- flagration, but it fortunately escaped. The damage in the French city is estimated to be considerably heavier than that in Stras 1483 burg and the loss of life there is also heavier. The city of Strasburg is famous for ita cathedral, its great clock, and its patés. It was there that the famous pate de foies gras, made out of fat goose-livers, origina- ted, and to-day the production of this great dainty of epicureans forms quite an impor tant part of the industries of the city. FREIGHT CIRCULAR.
Mosers Lamke and Rogge report in their freight circular, dated Saturday, 13th August, as follows :—
Business has been very quiet during the past fortnight and only a moderate amount
of chartering has come to pass on basis of last quotations.
As regards chartering from Saigon to this port, a hand-to-mouth business has been done, at 14 to 15 cents per picul but, towards the close, a better demand has sot in and a fair advance in rates is expected. The local rico market is much firmer in consoquence of a brisk enquiry for Japan account, several fixtures of steamors having consequently resulted at about 30 conts per pisul, Saigon to Japan, there have also been rather pressing enquiries, but rates of freight named being entirely out of propor tion, considering the distance. to those paid from this port, business has been From Shigon for quito impracticable. Philippine porta, there has been some on- quiry with a moderato business resulting; closing rate is 27 cents per picul, but for smaller size only. Saigon to Java, no fresh boxiness has transpired and it is hardly possible at the moment to give any raliable quotation.
From Java to this, as also from Bangkok to this, no fresh charters have been affected. Northern business bas also continued very quiet. The local companies' boats are said to have obtained very fair terms again from Nowehwang for Ainoy and Swatow, but the demand for 'outside tonnage has been limited. though res have improved and may be quoted 10
ents per picul.
Coal Freights are slightly better; business was done from Moji to this at 8! 70 per von for burge size and at 81 70 for a ler Carrier, the markat clowing ston-by
satisfied demand.

BILE BEANS CURE CONSTIPA- TION.
WHAT THE PHYSICIAN THOUGHT.
ONSTIPATION is such a widespread malady that many people regard it It should almost as a natural condition.
never bo noglected, however, for if it be it will give rise to a great many other distress- ng ailments. The great modern cure for Constipation and other ailments arising from disorder of the liver and digestire organs is Chas. Forde's Bile Beans, which have no equal as a tonic and restorative for those important organs.
I say, without hesitation,' wrote an eminent physician, that the cause of one. half of women's ailments is constipation! Anaemia, headache, derangements, irritabi- lity, and a host of other maladies all ariso from that one root cause Cure that, and you cure the cause of one-half of women's
Can habitual constipation be cured? It can if Chas. Forde's bile beans are properly applied and persevered with. Mrs Eliza beth North, of York Street, Dublin, Ireland, says, I had always suffered from constipation, but towards the end of last year the complaint became serions, and was attended by the most excruciating abdom- inal pains. My appetite, never very good, seemed to leave me altogether, and I be came as weak as a baby. For months I continued in this state. Nothing did me good, and I had almost given up hope when I saw mention in the evening paper of a remarkable cure brought about by Charles Forde's bile beans for biliousness in the case-of-a-person in this city. I at Shoe decided to get a box. Soon after beginning with them I began to feel better, and by the end of a wook there was no further doubt that my condition was vastly im proved and that I was on the high-way to recovery. Gradually my bowels recovered their 'healtby, natural activity, and the terrible pains I had endured ceased to torture me. Bile beans certainly oured me, and that when I had despaired of over being well again." :
Charles Forde's Bile Beans for Bilious- ness are a cure for indigestion, anemia, weakness, female ailments, heat fag, malaria, neuralgia, lumbago, rheumatism, debility, palpitation, pains in the back, piles, constipation, sleeplessness, loss of appetite, liver complaint, headsche, fistul ence, pimples, eruptions and all ailmente having a common origin in impurity of blood, a general congestion of the system and loss of vital force.

The Japanose lost touch with them, and the rest of the Rus sian squadron again joined the Betvisan. Then the whole Russian squadron moved
out and broke through the Japanese fleet. According to the Russians on board the Brasovo, in Port Arthur itself there very little to be noticed of the closing-in of the place: the Russians were still far outside. the fortifications. During the last two weeks the Japanese havo stormed the place un five days. The Japanese are mostly badly drunk and when ctorming soon get tired and many lie down, without firing, within hardly 100 metres from the Russians and get shot. This accounts for the very heavy losses of the Japanese, especially as they are compelled to storm in close furm». tion. The spirit of the people in Port Arthur is very quiet and not at all hopeless. There are enough provisions to last months.
