So far as the regeneration of Morocco is concerned, one would have preferred the bulk of that Empire being handed over to the definite tutelage of a single European Power, preferably France, seeing how admirably France has accomplished a similar task in Tunis. England has been precluded by the not unnatural jealousy of the rest: of the world from attempting to do in Morocco what she has done in Egypt.

The world at large would hardly be content with seoing such a powerful nation 89 Frauco or Britain controlling the Atlan- tic entrance of the Straits of Gibraltar. All agreements as to non-fortification are fruit-

foolishly, in Algeria) to unduly promote European colonisation of Morocco, but rather to educate the natives of that part of Africa towards a better condition of civil- isation and some chance of eventual self- government under native princes; in short, to repeat in Morocco the "British policy in Egypt and the Fench dealings with Tunisia. A European who left Port Arthur on the
29th ult, and arrived at Tông-chou states that the Japanese troops occupied two forts at Laolungtou on the 27th ult.
They retired on the 29th, when the Russians rooccupied the forts, but the Japanese seized them again, taking a round. about way from the west coast, and cutting off the retreat of the Russiane, many of whom in the confusion were drowned in the sea.
The Japanese troops on the 28th ult. had reached a point four miles north-east of Port Arthur.

Arthur.
TOKIO, August 4. While the Japanese destroyers were en- gaged in blockading work at Prt Arthur, twelve Russian destroyers and four torpedo- boats, with gunboats, attempted on Mon- day evening to pass Liaotishan. They wore promptly checked and regained the harbour, being under Japanese fire for twenty minutes altogether.

Since the 36th ult, the fighting has been raging with grost severity, xe.pt on the 28th ult., when the fire slackened little.

On this subject the great Captain Cook wrote I did not observo (amongst the natives) any appearance of disease or bodily complaint or eruption of the skin. Very old men without hair and teeth showed no signs of decrepitude, and were full of vivacity. There must be some reason for this, and Chas. Forde, armed with the implements of modern scientific research, sought for that reason amongst the rich profusion of Australian herbs which had been the sole medicines of the natives. It is reported from Changsha that since the beginning of last year when large body of Kwangsi rebels crossed the borders into Runan province and made such havoc there, resulting in a portion of them also getting into Szechuan, no less than 15,000 Hunanese troops have been sent down from Changsha to patrol the Hunan-Kwangai frontiers in order to pre- rent any further recurrence of similar raids from the southern province. Besides the troops on the borders some 8,000 are now scattered about in Kwangsi provinco in detached bodies assisting the territorial forces of Kwangsi in garrisoning the var ious cities there. In consequence of this Hunan itself is nearly depleted of troops and it is foared that trouble may come out board. of it when least expected.

On the 9th at 11 40 a.m. The barometer has risen in NE. Japan and fallen in S. China and the Philippines.
The typhoon is now south of Hongkong and moving towards the W.N.W. threat- ening the neighbourhood of the Hoihow straits,
Fresh E. winds will prevail in the Formosa Channel and strong E to SE. winds in the northern part of the China Sea,

The P. & 0 Co's. Coromandel, with the ENGLISH MAIL of 15th July, left Singapore on Saturday, the 6th Aug., at 4 pm, and may be expected here on or about Thursday, the 11th Aug. This Packet brings replies to letters despatched from Hongkong on 14th June.
The O&O. S. S. Co.'s 8.8. Gaelic, with mails &c, from San Francisco to the 16th ult., via Honolulu, bas arrived at Yokohama, and left for this port via Inland Sea, Kobe, Nagasaki and Shanghai, on the morning of 9th Aug. The C. P. R. Co.'s E.8. Empress of China
arrived at Nagasaki at 8 a.m. on Mon day, the 8th August, and left again at 4 p.m. on same day for Kobe, where she is due to arrive at 7 p.m. on Tuesday, the 9th August. The P. M. S. S Mongolia, with mails &c.,
left San Francisco for this port via Honolulu, Yokohama, Inland Sea, Kobe, Nagasaki and Manila on the 29th July.
