Of late we have heard nothing about that significant interruption to the cable between Japan and Korea. It was said the cable had been cut, but probably the story was untrue. The wily Jap is preparing another blow and preferua that no news should leak through till the blow is struck. The startling item: of the week's budget I have omitted as being frankly Incredible. It is persist. ently reported from St. Petersburg that the Czar has ordered General Kuropat kin to march with an army to the relief of Port Arthur. So far hid southward movements. have been no more than a series of cavalry skirmisher with the outposts of the First Army. It would seem so untirely suicidal to leave Liau yang and attempt to break through army after army to the besieged city that I cannot believe any such order · has been issued or will be till Kuropa- - tkin has large reinforcements. To advance earlier would be throwing the helve after the hatchet, By the Convention of July, 1898, China leased Wei-hai-wai to us for so long a period as Port Arthur shall remain in the occupation of Russia, so that legally our possession is nearly at an end..
