Edmund Robertson, is protesting against the extravagance of the British Naval 'no-well- Estimates, and pretending, wh informed and unprejudiced critic would allege, that this country is building up to a three-Power standard, comes the news that Germany is preparing for a new and additional naval programme, The German Government is not contented with the position in which the great Navy Act of 1900 placed Germany. It holds that there must be further additions, and forther additions forthwith, to the naval strength of the German Empire, and it intends to use the present war, which Mr Robertson has discovered to be.s ground for decreas ing our armaments, as the immediate cause of this increase.
In order that readers may understand the position of the German navy we give below the standard of strength laid down by law in 1899 and 1900:

This, however, was because the Reich- stag could not be induced to meet the views of the German Admiralty on that head.
The battleship increase was to be effected
by yearly laying down two battleships, which are begun in the summer and com pleted in three and a half years from the date of commencement. The programme has been accompanied by a great increase in the German personnel, which is to be doubled, giving the fleet about 150,000

the most perfect machinery, and possess all kinds of facilities and appliances which are not to be found in the amateurishly managed British yards. At every point in the Ger- man proceedings we see method and will; there is a steady, unchanging policy, steadily executed; and the naval program- mes of the country cannot be interfered with by ignorant sentimentalists or partisans.

Fleet is composed of four Royal Soverigns- which are old ships, with old-type slow. firing guns, burning smsky power and discharging low velocity projectiles-and of four modern ships. The German Mauce- Hvre Squadron will, at the close of the summer, consist of ten modern battleships. Enough has been said to show that the Home Fleet is a very week read indeed on which to loan. It cannot be reinforced in the near future, except at the expense of the Mediterranean and Far Eastern fleets.

of Mesars Varley and Perdecaris by Raisuli, the Moorish bandit, the Ameri- can warships at Tangier have been reinforced by the Spanish battleships Numancia and Pelayo, and the cruiser Cardenal Cisneror.
[The Numancia is a broadside battleship of 7,305 tons displacement, with an in- speed of eight knots. She was built at La dicated borse power of 3,708, giving_a Seyno in 1863, and cost £315,600. Her dimensions are:-Length 314 feet; beam armament consists of 8 ten inch M. L. R. 55 ft. 9 in.; and draught 25 ft. 3 in. Her

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Teui during the years 1887-8-9.
The zero of the table correponds with
