In this circular Mr Chamberlain stated that in almost all cases in which complaints had been made, against the Crown Agents of mistakes or noglect in their commercial transactions, and in which sufficient details were supplied to enable investigation to be made, the Crown Agents had furnished satisfactory explanations; and I have been glad to note that after most careful consideration of the answers to his despatch, my predecessor plased on record his opinion that the number of complaints was small in proportion to to the number of Colonies which had sent replies; that few of the complaints were | serious; that, allowing for the percentage of mistakes for which allowance in all consideration the very small charge for business must be made, and taking into

under the existing regulations, is laid upon the Crown Agents of making constant references to the Colonial Office, for authority to carry out the wishes of the Colonial Governments.

5. Under the Colonial Regulations, re- quisitions for stores may be made direct to the Crown Agents only if the expenditure has been duly sanctioned by law or ordin- ance or by previous instructions from the Secretary of State'; and every requisition must bear a reference to the authority for the expenditure. But many requisitions, containing no indication of the authority under which they are made, are sent direct to the Crown Agents, and though the expenditure in such cases may be--as a matter of fact, often have been-10- thorised, all such requisitions have to be referred by the Crown Agents to the Colonial Office for the Secretary of State's approval.

6. Mr Chamberlain accordingly came to the conclusion that, in order to minimise the number of references to the Colonial Office, and the consequent delays, and in order to make the Crown Agente, as regards their commercial business, more directly responsible to the Colonial Govern- Jnents, it would be well to modify the

regulations relating to this subject.

·SEQUEL TO AN IRISH · WAKE,

An amusing case was heard in the Dublin Police-court on the 24th ult., before Mr Swifte. A middle-aged woman, named Mary O'Neill, was charged with having obtained £8 by false pretences from the British Legal Life Assurance and Loan Company (Limited). From the statement of Mr Brady, prosecuting solicitor, it ap peared the Accused induced a Mrs Bridget Connol, who had an insurance policy with the Company, to pretend she was dead. She was laid out,' with candles at the head and feet, and awake' was held. Mary O'Neill then went out, obtained a doath certificate from a doctor, went to the Insurance Company, and was paid the £8 as next-of-kin of Bridget Connell. Subsequently, Bridget Connell, receiving none of the money, and hearing that Mary O'Neill was having a high old time of it. driving about in a cab with a soldier and a coal-porter, got up, and went down to the Insurance Company, to ask them why they had paid her policy. She surprised the local manager of the Company by saying. I'm Bridget Connell, and not dead at all.' On being put into the witness-box, Mis Connell said she remembered boing laid out,' but did not pretend to be dead.

Mr Brady. There was a real livo wake and a real live corpse, and there was plenty of portar?--Yos. They got in porter, and

they got in another candle, and put it in a bottle. They were all dancing and top ping about the boards (laughter).

According to Detetive-officer McCabo's statement, when he arrested Mrs O'Neill she admitted that she get the money, and added, My aunt was dead from seven 'clock in the morning (laug' ter), Mrs Nolan then went to wash her, and she woke up (laughter), and we all got a great fright and ran out. Oh, sunt,' I said, I received your Society money, and I am going back with it She called me and told me to give it to her, as she was in debt.

The O. & 0. S. S. Co.'s 9.6. Coptic, with the AMERICAN MAI, left Yokohemas. on Friday, the 22nd April, via Kobe, Nagasaki and Manila, and may be expected here on or about Monday, the 2nd May.

The Imp. German Mail 8.8. Oldenburg, left Aden on Wednesday, the 20th April, at 6 p.m., and may be expected here on or about Tuesday, the 18th May.
