Those who had the mastery of the sea could take as much or as little, of a war as they pleased; they were invulnerable themselves, and could harass, distress, and exhaust a great land power. But it was not the slightest good for an insular or sea power to be satisfied with sea power alone. It must be ablo tà supplement ses comniand by an efficient force ready to land at once. The lessor of the Japanese war was not only to be up-to-date so as to be able to grualy an enemy mercilessly at ses, but to follow that up by an effective landing in force. Before the Japanese attempted that combination they put their whole house in order. Authorities said that they deserved their success in the war against China, and ho claimed that they deserved success now, as since that time they had devoted them- selves heart and soul tu preparations for another probable struggle. The capture of the Philippines by the Americans came about by the same means-sea power first, and then a landing force-and that brought 761 the new Pacific into being. The impor

tance of gaining a position in the Pacific had been recognised through many ages. The United States had now the possession of Hawaii, a station in the Ladrones, and the Philippines in a line across the Pacific to Asia. They know the potentialities of the Chinese and intended to control them. But they were singularly unfortunate in the matter of harbours on their Pacific coast, while the whole coast of British Columbia was absolutely full of harbours. It was a flaw in our strategic position that we had no harbour from Cape Horn to British Columbia. It would be possible for the British to land troops in China via the Canadian Pacific Railway and Vancouver in half the time it could be done by tray of Suez or the Cape. If British Columbia had been given to the United States, we should have had no base whence to dominate the Northern Pacific, and no terminus to a railway which counteracted the Siberian line. At present the Japanese stood in the same position to Eastern Asia as we did.

Japanese War should not go on for 22 years, as our war did. The command of the ses meant that the Japanese could land forces wherever they liked and their opponents could not cut them off. That was the case with our Expeditionary force against Napoleon, after we got command of the ses at Trafalgar.

Earl Roberts said that there was one point to which he would especially invite their attention-hamely, that it was to the Pacific that the centre of international gravity had now shifted, and that it was mainly in that direction that the dominat- ing factors would be found when any serious future complications arose. In Japan we found, perhaps, the most won derful instance of national new birth which history had ever recorded. Less than forty years ago those comparatively small islands were scarcely in touch with the outer world, and strategically were a negligeable.

LARCENY OF A WATCH.

At the Magistracy to-day, boforo Mr J. H. H. Gomportz, Ip Kum Tong, house boy, 25 Woodlands Villa, Mosque Terrace, Heung Shan, was charged with the larceny of a watch, valued at $40, the property of his master, Mr A. W. Marnham, Assistant Editor, South China Morning Post.

It appears that the watch and chain were left in a box in a drawer in the bedroom,

but on opening the drawer on Thursday afternoon, the watch and chain were misa- ing. The police were informed and Ser.

geant Murrison commenced investigations, which led to the discovery of the missing articles in another drawer in the aamo room, which had previously been searched without success. The No. 1 boy was ar. rested, togather with a small boy. The latter, in ovidence, said he saw the pri. Foner with the watch, and after the loss bad boon discovered defendant waited for his master to go out and then placed the watch back.

The prisoner, when charged, said that he took the watch and alsin, but only for the purpose of telling the time.

Mr O. D. Thomson appeared for the defence and submitted that the defendant took the watch, but not with felonious intent. He took it as other boys used their master's property-in his master's absence, for the purpose of telling the time.

It was pointed that the watch was not in going order, and Me Gompertz

roserved his decision.
