A visit to BE WARWICK HERE, QUA10 in QUEEN'S ROAD CENTRAL, will repay the trouble. The Premises are large and airy, the more-or-less noisy Typewriting and the Shorthand Studios being well apart. Tables are covered with Green Baize Cloth, not at all trying to the eyes, Mr PEELE has invented clever, though rather curious- looking double chairs, especially adapted for 18 use when imparting Shorthand instruction. At present he is training a staff of teachers.

In a further article on the War (writes the Vienna correspondent of The Standard), Herr von Brandt, fu merly German Min- istor at Pekin, completely espouses the cause of Japan, which, for a German Diplomatist, is somewhat remarkablo. As regards Japan's alleged violation of Korean neutrality, he says she must be allowed to do in Korea what Russia has done for the last three years in[Manchuria. Ho recom- mends everyone to read the recent English Blue-book, in which, he remarks, 'Russian Diplomacy does not appear in the most favourable light.
The question of Korea and her present relations to Japan has not{for} a single mo- mont been misunderstood either in Vienna or any other capital. It is a matter of course that Korea, ovoɣrun by Japaneso troops and with the capital itself in foreign nccupation, cannot maintain the neutrality she had previously prodaimed. Not being a free agent in any sense of 'ba word, she

But wherever they go, Chinese students, and especially Chinese and Manchu youth of the upper classes, are certain to be greatly influenced in ways
not hitherto efficient for this end. Evid-
ences of this will multiply much faster than might be expected by those who have paid little attention to present

A Deal in Steamers.
The N. D. Lloyd have sold to Japan- General Sir Wm. Nicholson; Lleut- enant-Colonel Haldane and Captain ese the Phra Chula Chom Klas, and the Thacker, who were sent out by the British Mongkut. The former is of 1,588 tons and Government for the purpose of observing the latter of 1,354 tonn. The Phra Chom the Japanese operations, have arrived in Alo, the sister ship of the Phra Chula, has also gone to Japan and may be pur chased by the Japanese, says the Singapore. Free Press. All these vessels have been employed on the Coast Lines of the N. D.
Japan.
Imperial Gifts.
The Empress of Japan has graciously intimated to the Minister of the Navy her Lloyd, pleasure to grant any artificial eyes and limbs required by the disabled men of the Great Falls. Navy, irrespective of combatants or non- combatants. The Minister replied to Her Majesty that he would accept the Imperial offer with great pleasure.

At the same time, Russia will be utterly unprepared to meet it, nor will any possible efforts, energy, skill, or money now suffice to make her ready. The weakest point in the Russian hold upon her Possessions East of Lake Baikal is her neglect of the opportunities afforded her by the magnificent three thou- sand miles of navigable waters in the River Amur. In the Chinese, or Boxer, outbreak

Russia left this scheme unnoticed, and, in view of the present altuation in the Far East, it is, perhaps, as well for her she did. But is it an impossible task, in these days of Military engineering, to convey light-draught boats over a score of miles of level soil and launch them on the waters of river to which the Mississippi alone is comparable? It would be interesting to hear the views of Naval experts upon the chances of realising such a plan. Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatio tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
