At Yinkow this morning there was a fall of 4 inches of snow. The ice on the Liao seeins na firm as over and the general belief is that the port will not open for another fortnight at least, or perhaps even longor.

Last night there were seven Japanese warships flashing their lights from the mouth of the river on Newchwang and Yinkow; the sight of these places illumina- ted was worth seeing.

The Chinese fort which is being fortified. with 6 and 5 inch guns will not offer much resistance as the guns are devoid of mount- ings, which handicaps the fortifications cun- siderably. what the war is costing Japan.

The items in the general head of Revenue from Increased Taxation, which неети to be big with possibilities for future trouble, are the Land, the Business, and the Income Taxes, for to each one of these the foreigners in Japan contribute, and to the second and third their con tributions are a very material part of the entire sums collected under these heads, being entirely out of proportion to their numbers. It is proposed to increase the rate of the land tax upon residential pro- re-perties in cities and towns (where are the only holdings of aliens) to 5.5 per cont, in districts and villages to 3.5 per cent,

Mr T. H. Reid (China Mail) suggested that the witness be asked as to how the boys conducted themselves, as the case did not turn on the question of licenses only, there being other points that quired elucidation.

Mr Kemp said that the whole point was and upon all other land (that, of course,

Chinese Constable 378 said that he sa18 the boys selling papers. They went up to hotel guests and passing people offering them newspapers. They obstructed the hotel guests by stopping them and asking them to buy the papers.

Mr Komp remarked that he did not think that constituted a nuisance. It was a recognised thing at home for newspaper vendors to offer their papers to passers-by. The fact that so many boys were engaged in selling newspapers showed that it was a convenience for the public.

Mr Reid said that the question had aris- en before. Three or four news boys had been driven away from the Peak tram sta- tion. He consulted Captain Lyons on the subject, putting the matter in what he con- sidered to be a fair light, and Captain Lyons said that in his opinion it was not necessary for the boys to have licenses, and gave instructions to the police not to arrest the boys.

Mr Kemp suggested that Mr Reid should consult the present Captain Superinten dent of Police, Mr Badeloy.

Mr Reid said he had done so, but Mr Badeley did not see it in the same light, The boys were carrying out what Captain Lyons had given them permission to- Mr Kemp-Yes, that was only the opin- ion of the past Captain Superintendent of Polico, and does not affect the present case.
