THE INTERNATIONAL COURT OF JOURNALISTS.
Shanghai, 1st April.
Before ROBURY DOYEN, Esq. (the
President), and others.
THE PUBLIC V. LE MAIRE EMILK. The first trial before this newly establish- ed tribunal provoked much interest, and the Court Room at 17 The Bund, was orowded with brokers and bank clerks from the adjacent establishments, which, were closed for an 'extra' holiday to mark the occasion. Anticipating a reform which 504 we understand is to be introduced in another place, a thoughtful management provided sandwiches and lemonade in an adjoining apartment, which had been care- fully labelled Reserved for the Bar.' In the Courtroom itself the last few specks of dust had been removed from the President's neatly ordered table, immediately beneath which a comfortably upholstered armohair, facing pile of note-books, three quill pens, an inkstand and a small flask of Aquarius, marked the seat of the Court Stenographer. The remainder of the Press- gang, several of whom had hurriedly shaved, constituted the jury and were ac commodated accordingly.

Mr O'Shady Hear, hear.
The Court pleaded with counsel to main- tain order.
Mr O'Shady said he was congratulating himself on finding himself in agreement with his learned friend.
This amende honorable was accepted. Baron Munchausen, called for the prose. cution, said he had searched through the file of defendant's paper since the beginning of the century and found no-mention of the annihilation of St Petersburg.
Cross-examined-He had just arrived from a ten years' holiday at the North Pole and met a Baltic squadron under full steam in the Arctic Ocean.
Mr L. de Rougemont said he had never
felt so yellow before as when reading de. fondant's paper. It made him wish he had been a journalist.
This witness was immediately added to
the jury.
Mr O'Shady said that after the un- answerable evidence put in by the prose. cution, he had advised his client to plead quilty and to throw himself on the clemency of the Court. There were extenuating cir cumstances, which the jury could not
to discover.
f
The jury, without leaving the box, re turned a unanimous verdict, hangumbly ac quitting the accused.
The President thanked the jury for the close attention they had given to a particu larly simple case and excused them from reading defondant's paper for « Sundays.

Mr Platt, the Crown Advocate, said When I first knew the prisoner, my Lord, he was captain in the China Merchants service, of, I think, the steamer Anping. In those days he was a most respectable member of society a kind friend to all those who travelled on his ship. I have lost sight of him since then. He seems to have gone down hill, from what cause I do not know. Drink must have some. thing to do with the state he is in, but what led him to drinking I do not know. To-morrow being Good Friday and a Bank holiday, we are printing our Circular A day earlier than usual. During the week, the markot has shown considerable activity and in most of our principal stocks, busi- ness has been done at enhanced rates.
Banks, — Hongkong and Shanghai Banks have considerably improved and after sales at 8610 and $615 are now enquired for at $617. In London, the stock has risen to £62. Nationals are in request at $35),
Marine Insurances-Unions have again been dealt in at $170 und are still in demand. China Traders are wanted at $56. North Chinas remain unchanged at Tls, 67 and Yangtszes are quoted at $135. Cantons continue weak at $175.
Fire Insurances-Hongkong Fires have been booked at the advanced rate of $285. China Fires have been, and can still be, placed at $83.
Shipping.-Hongkong, Canton and Macao Steamboats have risen to $262, and are wanted at the price. In Indo-Chinas, an extensive business has been transacted at improving rates up to 892 and the market closes very strong at this figure. The Shanghai quotation is Tls. 66 buyers.
THE CHALLENGED STEAMER CAME TO A HALT, and she was warded by a couple of officers from the torpedo-boat, who demanded to know who she was and where she was going,
THE CAPTAIN PROTESTS.
The Captain, of course, protested against To-day's Advertisements the detention of the vessel, but the Russians made no reply to this.
Tho Frankly was told to anchor at the spot where she was detained and did so, And there she was kept from the afternoon of 21st February till the afternoon of the 29th, when she was released and allowed to go on her way,
Captain W. R. Kidd is probably aware what influences were at work to secure the release of the ship, but, seen by a Timesman to-day, he said he was sorry he did not feel at liberty to say anything.
The detention and release of a ship after ten days, however, is not a matter which it is easy to keep close and our representa- tivo found opportunities to elicit informa tion helping to fill in the outline of Captain Kidd's hald statement.
The Frankby it is hardly a secret-is, or at any rate was at that time,
CARRYING COAL TO JAPAN, and her bunkers are filled with the best Welsh coal. The Russians had heard of the ship's cargo which Russia, as Reuter recently told us, declares must be classed as contraband of war. The Frankby was seized, ship's cargo and all, as a prize. There is many a slip, however, between seizure and confiscation and the Russians found that to detain the Frankby was not to capture her. First of all the Egyptian bu brought to Suez. The Frankly's own- Government would not allow the prize to ers, Messrs, Mar-hall & Co., kept the wires busy with protests and explanations. For one thing, it was denied that the coal was for Japan. The ship, it was alleged, was go- ing to Hongkong for orders,' which might mean that she might unload there or go on to Shanghai or elsewhere,
IN A HOLE.
It would do the Russians no good to keep out into the Indian Ocean. Whereupon the ship in the Red Sea nor to bring her the Russians decided that the ship should be released, but the cargo of coal they could not bring themselves to take their hands off. The Egyptian Government, however, would not allow the coal to be landed any. where on Egyptian territory, for it was contended that to allow this would amount to a breach of neutrality. The tide table given below has been Manila..... compiled at the Nautical Almanac Office Bacolod...3 in London from the result of the analysis Iliolo ...... of observations taken by means of an au- Cebu tomatic tide-recording machine in the Wa-0. S. James 4 p. ter Police Basin at Tsim Sha Tsui during Malate ..... the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 foot 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
