The Chinese Question in Parliament.
In the House of Commons on the 25th ult., Sir J. THE RUSSIAN NAVAL
COMMANDER,
Vico-Adm. S. O. Makharoff, who has been appointed to the command of the Russian naval force in the Far East, was born in 1848; entered the Russian navy in 1884; was sub-lieutenant, 1869; lieutenant, 1871 lieut. captain and captain of the 2nd class in 1877, when he commanded tho steamer Grand Duke Constantine during tho Russo-Turkish war, converting her into s kind of torpedo depût ship; captain of the 1st class 1882, when he was appointed to command the cruiser Vitias in the Pacifio; and rear-admiral in 1880, when he was also appointed inspector-general of naval artillery and invented the hard metal hood for projectiles, which in an improved form is now in gonoral use. In 1894-95 he was in command of a naval division in the Far East, and thus took part in the events which followed the war between China and Japan; and in 1890 he became vice-admiral, with the command of a squadron in the Baltic; after which he was appointed paval governor of Kronstade, and later com

The Japavose mail steamer Bingo Man", of the Nippon Yusen Kaisha line, which arrived at Cardiff on Wednesday, reported | that she had been in collision in the Eng- lish Channel, of Hastings, on Monday night, with the Walsh schooner Edward Binding of Portrador. Japanese Military Appointments.
The result of the opium cases at the Magistracy to-day was a substantial addition to the revenue of the Colony. One China- man was fined $500 for having one tael two mace of propared opium in his possession it being the fourth conviction-two others
were fined $150 each, and several others
were relieved of smaller amounts.

The nearest fully licensed hotels were the Bong. kong Hotel and King Edward Hotel, and ho submitted that this adjunct license would in no way interfere with their busi- tess. Especially in the duet 'I waited for the Lord she sang with delightful refinement and beauty of tone. Mr Craddock, who took the second part in the duet, had her voice under perfect control and sang with feeling and expression. The Orchestra and Chorus did well, but the stolidity of the basses in their chorus-work greatly detracted from the dramatic effect. Considering the difficulties which have had to be met, the repetition of this lovely Cantata was a musical treat for which we have to thank
