It is certain, however, that a vast amount of moral courage is needed to decide on such a concentration to the rear; and the worst is that it seems inevitable. To forecast the final issue would, however, he premature; certainly, in the case of Russia, which once before, began a war under most unfavourable conditions, and, in the end, aucceeded by the sheer weight of her mas siveness, that fs by her inexhaustible re- anurces in fighting men.

SHIPPING REPORTS, The British steamer Pansing reports: Heavy E.N.E. galo four hours after leaving Moji ran for shelter next morning to Nagasaki Harbour. Departed from hence eu morning of 19th Mar., and encountered strong N'ly winds and high sea down through the Formosa 'Channel as far as Breaker Point; and then moderate Easterly winds and hazy weather to Hongkong.

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during

yeare 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3. feet 4 inches, and on the gauge at Lamont Dock, Abordeen, add 10 feet 6 inches to the height given in the table.
