phet to convince the people that nothing | Magistracy, but honesty will preserve their great Em- pire.
It is a hopeful sign for China that even one man in her many millions should be found to enunciate such a policy as is out- lined in the above-quoted paragraph. The author lays his finger on two of the out- standing blots of Chinese life the prevailing ignorance and the prevailing dishonesty, dis honesty which is inbred and fostered by the so-called religious systems of the country, by the governmental methods, and by the whole scheme of commercial life. Whether this can be dispelled without the aid of the gospel of Jesus Christ is a point on which a serious controversy might be waged; but it is at last evident that even the high ethical
systems of Chinese philosophers are useless "ystem the tide of subterfuge, deceit and lishonesty. We hope this book will have a wide circulation in Chinese amongst the Chinese people from Peking to Pakhoi, from Canton to Chengtu, and that the Re- form Party for which it speaks will yet succeed in inooulating the masses of the peo- ple with the high ideals hurein enunciated.

WAR OFFICE REFORM.
Committee's Report. London, February 28,-The report of the War Oflice Reconstitution Committee is practically completed. It suggests a va riety of sweeping changes, including the creation of administrative districts, the grouping of Regimental into Brigade dis. tricts, the extension of the territorial prin ciple to other arms, an adequate general Staff; and condemns the existing financial system.
London, February 29.-The report of the War Office Committee, which is most out. spoken and impurative, is widely approved of. Its main principles are the decentraliz- ation and separation of administrative from executive branches.
