Business from Saigon to this port has again boon transacted on a rather small acale, at only 18/21 cents per picul accord- ing to size, rates which do not compare favourably with paid in other direc-, tions. A somewhat sluggish local rice market is answerable for the stagnation in this branch, but, with the season further. advancing and grain at Saigon arriving in larger quantities, it is expected that prices 493 there will recede sufficiently to render chartering on a larger scale practicable. In the event of any strong demand springing up it will, however, be next to impossible to meet it, unless shippers go in for large. carriers to which they have been rather averse of late years.

From Rangoon to a Philipps, port a small steamer has found employinent at the last rate of 53 cents per picul, but at the moment there is no further demand.
From Iloilo to Hongkong, 27 conté per picul has been paid and there may be room for further tonnage. From Iloilo to Japan, Charter is reported at 55 cents per picul and another boat of small size might be placed.

LONDON, February 12. The fiscal reform debate, still drag- ging on in the House of Commons, loses much of its interest from the absence of Mr Balfour, who is ill, and Mr Chamberlain, who has been kept away by grief for the death of Mr Powell Williams, and has now left for a holi lay in Egypt. The absence of the protagonists, and the reluctance of any of their colleagues to speak authoritati- vely as their representatives, leads to confusion on the Unionist side. The average member does not know exactly what position to take up. I anticipate majority of 65, but a larger figure hus been mentioned to me.
The first wedding in the Royal family since the King's accession took place on Wednesday in St. George's Chapel, Windsor. when the King gave bis nie, Princess Alice of Albany, to Prines Alexander of Teck, in th pres of three queens, twenty princes and princesses, and titled guests innumerable. A new magazine appears this morn ing, a sixpenny monthly, the Rapid Review of Review, rival to the
British Reviews, dealing with the magazines only, and lighter and less Stead-fast than the older one. The Mon, the Art, the Science, the Epigrams the Music, the Books and the Plays of the Month make up the furtago of its 112 pages. It is illustrated with por- traits, maps and cartoons, and seems to promise a rich periodical feast for those who are too busy or too lazy to read the magazines for themselves. This week bas seen the collapse of the Daily Paper, which started forty days ago, amid a flourish of trumpets and a shower of pictures and cheques. It did not deserve to live. It was a scissors- and-paste affair, dull and spiritless, except in Mr Stead's own contributions, so that when his health broke down, it broke down also. It will cost some. body something to recoup its thousands of subscribers.

SHIPPING REPORTS, The German steamer Room reports: Left Yokohama on the 5th March, experienced Westerly winds, weather overcast, with Tain. From Kobe to Nagasaki, met with light E'ly winds; in the beginning fine weather, afterwards overcast, sometimes rain, smooth sea. From Nagasaki to Shanghai, had fresh N. and N.E. winds, cloudy weather and high sCIL. Woosung on the 10th March, at 4.20-pu. Left Shanghai on the 12th, at 4.30 p.m., and arrived Hongkong on the morning of the 16th. During the voyage experienced cloudy weather, sometimes rain, strong N.E. monsoon, rough sea and swell from the same direction.
