On the 8th inst., Baron Komura, the Mi- nister for Foreign Affairs, convened a meet- ing at his official residence of the representa. tives of all newspapers and news agencies in Tokyo, and in an address gave the following particulars of the course of the negotiations between Japan and Russia,
It being essential, said the Minister, for the peace and security of the Empire to maintain the independence and the integrity of the territory of Korea, and protect the great interests of the Empire in the peninsula, the Imperial Government cannot overlook in silence the action of any other country which would make the position of Korea insecure. Russia, despite her agree- ment with China and the assurances given to the Powers, still continues in the occupa tion of Manchuria, and has even resorted to aggressive action on the frontier of Koren. If Manchuria be left in its present position as an annexe of Russia, the main- tenance of Korea's independence is out of the question. The Imperial Government, therefore, at the outset desired without delay to make friendly arrangements with Russia in regard to the mutual interests of Russia and Japan in Manchuria and Korea -here the interests of the two countries come into direct contact--with a view to maintaining the permanent peace of the Orient.
With this in view the Imperial Govern. ment in July last cominunicated with the Russian Government, inviting its support
of this policy, and the Russian Government announced its willingness to endorse the proposal to enter upon negotiations for a settlement. On the 12th August last the Imperial Government, through Mr Kurino, the Japanese Minister at St. Petersburg. communicated the following as the basis of | the negotiations :—

October last. After the Government had several times pressed Russis for her decision on the matter, a reply, after long delay, was received on the 11th December. In that raply Russia struck out all the proposalis relating to Manchuria and offered to negotiate on the Korean question only. insisting on her demand that Japan should, bind herself not to use any part of Korea for strategical purposes. She also pressed for the formation of a neutral zone in Korea as originally proposed.
The exclusion of Manchuria from the subject of the negotiations, áa desired by Russia, was of course quito inconsistent with the principle and policy of the Imperial Government, and with the spirit in which Japan entered upon the negotiations-her aspirations being to make friendly arrange. inents in regard to the interests of both Powers in Manchuria and Korea, and to remove those causes which might generate misunderstandings in the future. The Im- perial Government on the 21st December Inst requested Russia to reconsider her pro- posals, and once more pointed out that the restriction Russia proposed to put on Japan regarding the territory of Korea must be withdrawn if negotiations were to con-. tinue. The Japanese Government suggest. ed that the proposal to form a neutral zone be altogether struck out, if Russia did not agree to the zone proposed by Japan.
The reply to this Note came on the 6th Januuary, and in it Russia insisted that the creation of a neutral zone in Korea and the restrictions upon Japan in Korean territory should stand as first proposed by Russia. On this condition Russin agreed to include in the agreement a recognition of the rights and special pri- vileges (exclusive of foreign settlements) acquired by Japan and other Powers in Manchuria by treaty with China. Nothing was said regarding the integrity of Chinese territory. An assurance given without an agreement for the integrity of territory is praetically of no value, because treaty rights would vanish together with loss of Rovereignty. If Russian annexes Man. churis, all the rights and privileges
obtained by other Powers by virtue of treaties with China would necessarily disappear with the loss of Chinese sovereignty. The Imperial Governmónt doomed it necessary therefore to induce Russia by all means to agree to respect the territorial integrity of China. It was clear that the restriction put on the formation (in Manchuria) of foreign settlements is in con- flot with the Treaty of Commerce and Na- vigation signed between Japan and China, and the Imperial Government therefore struck out the clause proposed. As to the question of Korea, Japan's demand form. ed an irreducible minimum. The Imperial Government decided to stand firmly on the position taken up. On the 13th January Russia was once more requested to recon- sider her proposals. Since then a reply has been repeatedly asked for. Russia, how- ever, not only has not replied, but did not even appoint a date for reply,
The Imperial Government has always endeavoured to observe principles of justice and impartiality, and in the negotiations with Russia mado no demands of an ex- tortiouate nature, merely requesting the Russian Government to acknowledge a principle it has repeatedly and voluntarily proclaimed. Yet the Russian Government absolutely declined the request of the Im- porial Government, and, moreover, unduly delayed to reply, at the samo timestrenuous. ly pushing forward her preparations for war Bland and sea, and placing ou the Kron frontier a great force of troops. After the Minister's speech, which was listened to with close attention, ra- presentatives of foreign journals as well as Japanese being present, the press repre sentatives were entertained at dinner.-- Kobe Chronicle.
THE NEW AFRIKANDER.
All thinkers are agreed that the ultimate destiny of this continent is magnificent. They differ in opinion in respect of its transitory changes, not its tinal form. That the uten and British elements here will eventually merge into one virile race, strengthened by streams of blood from the most energetic races of other conntries, may be confidently predicted; and the afrikander of the future should be-nay, it is) safe to say will boa grand specimen of the!
genus man.
The world has reen with admiration, not anmixed with dismay, the marvellous energy evolved by the fusion of races in America. Here, in South Africa, in the years to come, we shall witness the same thing repeated on a vastly larger scale, with the added advantage of the experience of the Americans to guide us, whose errors we hope to avoid while striving to repeat their success.
At the close of their long and devastating war, the Americans awoke to the grand pos sibilities of their country, and proceeded to develop them with admirable skill and industry. But even the best of virtues have their darker side, and their feverish haste to achieve material success the Americans denied themselves time for eating; with the result that they became a nation of dyspeptics, a fact which has cost them antold misery and countless dollars. The evil is better understood and more generally avoided by Americans now; and besides, their scientific reserch has provided an antidote in Mather Seigel's Curative Syrup.
That our people for years past have been subject to the same sort of danger, the ex- perience of Mr A. Douet, of Clarendon Crescent, Richmond Hill, Port Elizabeth, will prove. Writing on the 19th September, 1903, to Messrs A. J. White (Colonial) Ltd., corner of Princes and Diesel Streets, Port Elizabeth, Cpe Colony (proprietors in South Africs of Mother Seigel's

In this connection it may be also ob sorved that the Russian Fleet is still man- med on the old system of equipages, which are constituted more on a Military than a Naval basis... A Naval mobilisation brings together a scratch and more or less nondescript crew from various equipages as they exist on a peace footing. The ship'e company is composed of units unused to each other, and cannot, of course, be ex pected to work with the same -vase,- precision, and general cohesion as if they had been trained together. It is to be remembered, too, that Russian sexmon are mostly conscripts, whose training com- mences only when they are twenty or twenty-one years of ago. There can be no question about the excellent quality of the Russian material, but it lacks the great advantages of early training. The Japan- ose Navy, on the other hand, is recruited and trained on the British system, and its officers have a perfect knowledge of oceanic evolutions, which are practically unknown to the Russian Navy.

AFFORESTATION.
Praiseworthy efforts are also being made to beautify our little island by the planting of trees, as has been done in Hongkong and elsewhere. In days gone by the Road Committee did a good deal in this way, and some parts of our roads are pleasantly shaded in summer time, since the trees have grown bigger. I hear that 600 Olive trees are to be planted in various directions, so if only one half of these take root and live it will be a lasting benefit.

Wong Chan, house boy, formerly in the employ of Mr H. S Gaskell, No. 3, Queena Garden's, was charged with steal- ing $238.
He pleaded not guilty, and the case was set down for Monday.
ASSAULT ON BOARD A JUNK.
Leung Kun and Chan Lai were charged with assault with intent to rob; wounding with intent to do grievous bodily harm and with common assault on Chau Yow and Chau Chun at Yaunati on January 21, 1904.
The Attorney General (Sir H. S. Berkeley) prosecuted, and accused were undefended; they pleaded not guilty and the following jury were sworn :-Messrs J. D. Hall, S. Swart, H. A. Siebs, P. Lücker, J. Arnold, A. J. Ellis, und J. H. Maclaren.
The Attorney General said that on the morning of January 21, the two prisoners, accompanied by a third man, boarded a junk in Yaumati Bay, on which the prose- A fight cutor and family were living. ensued, during which some cuts were inflic. The prisoners ted upon the prosecutor. got the worst of it, and jumped overboard, being picked up by a patrol boat. third man escaped.
The

ROBBERY AT CHEUNGSHEWAN,

SHIPPING REPORTS. The German steamer Roon reports: Left Bremerhaven on the 7th of January. In the North Sea and English Channel, had gloomy to foggy weathor, strong Westerly winds, with heavy showers of rain and hail and rough sea. In the Bay of Biscay, strong variable winds, squally weather, rough sea and high Westerly swell. In the Mediterranean, strong and fresh N.E. and S.E. winds, cloudy weather, rough to mo- durato sen. Through the Red Sea, ox. perienced light and fresh winds, fine was. ther and moderate sea. In the Indian Ocean, mot N.E'ly winds, fine clear wea- ther and smooth sea. Artived Singapore on the 12th of February, left the next day and arrived Hongkong on the 18th. Dur ing the voyage from Singapore to Hong- kong, had fresh N.E. wind moderate and rough sea and swell from the same direc- tion, cloudy weather and several showers of rain.

Hongkong. Tides.
The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatio tide-recording machine in the_Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table,
