'Sir George Farrar, in submitting his- resolution, said that a prolongation of the present financial crisis might mean a state.. of bankruptcy, and the Government could not afford to wait unless it were prepared to proclaim a moratorium.

Mr Hull contended that the needs of the mines had been vastly oxaggerated. He' dwelt upon the various causes of the shortage in native labour, the lowering of wages, and the illtreatment of 'natives by one another, which steps had not been taken to provent, He attacked the policy of the Native Labour Association in`split- ting up the tribal parties and not permitting all those belonging to the party to work in the same mine. He defended the native

against the charge of sloth, and maintained

that there was sufficient labour for all needs.

On Dec. 30 several members spoke in support of Sir George Farrar's resolution, Mr Van Rensburg and Mr Brink supported the motion, because it would relieve the farmers.

Sir Godfrey Lagden, Commissioner for Native Affairs, dwelt on the improved position of natives in the mines, but said there was no doubt that the supply was insuficient.

Mr Patrick Duncan, Colonial Treasurer,

in the course of a brief speech, declared that in face of the evidence he could not avoided coming to the conclusion that the augmentation of the labour supply was necessary. In concluding Mr Duncan said: I do not think that the importa tion of Asiatic labour will prevent this from being a white man's country. On the contrary, I think it will accelerate that end.'

Sir Percy FitzPatrick, who followed, spoke for two hours and a half, making a brilliant and humorous speech, mainly di- rected against what he described as the in- consistencies of the Opposition arguments.
