A representative of the Full Malt Gazelta had the good fortune' to extch Mr H. 0. Wells at his club when on one of his flying visits to London. Sturdily built, his skin. nut-brown with exposure to the seabreezes of Sandgate, where he lives, lia looked more like one of those that go down to the sạ in ships than like an author, lecturer, and student. His orcet figure has none of the stoop that is vulgarly supposed to be a ne cessary attribute of the thinker; and it is only in the occasion.lly meditative look of his keen blue eyes and his gestures, which are those of a thinking man who endeavours by them to cko out the inadequacies of language, that his contemplative life can be at all divined. "Yes," said Mir Wello, with his customary rapid utterance. in an swer to a question, "I am far better in health than I have been for years--than at Woking, for instance. Woking air is good, but the sea-air of Sandgate is about por- fection."

Result of the Plebiscite. This afternoon the plebiscite arranged by the Chamber of Commerce nn tho Fiscal Policy as espoused by Mr Chamberlain closed. The result was not made known as Sir Paul Chater considered that it would be advisable to give the first information with regard to the figures to Mr Chain berlain by cable. The chief topic of conversation here is the impending conflict between Russia and Japan. All with whom I have talked aro of the opinion that it is inevitable unless Japan is willing soon to become little less than a vassal of Russia.
