Naturally, a great sensation was caused, in spite of the reassuring nature of the bulletins. The utmost secrecy seems to have been observed for some little time after the operation, and not one of the morning newspapers contained even an al- lusion to the Emperor's condition, with the exception of the Norddeutsche Allgemine, which inserted the official paragraph just as it was going to press, under the rather curious heading 'Politics of the Day." Moreover, as the. Norddeutsche itself is ↳ paper rarely read outside journalistic and official circles, it was not till quite late in the day that the public was aware of what had happened.

When the facts became known, sympathy.. as well as surprise, vas everywhere ex- pressed. Only two days ago, people had

In November of the same year a lady superinten dent--Miss E. D. Skipton, B. A.-and an as- Aistant-superintendent-Miss M. I. Hawker arrived in the Colony from England, and under their management the school quickly grew until it was found impossible to in- crease the number of boarders owing to lack of accommodation. This state of affairs lasted until quite recently, but when within

Rose Villa, East-foll vacant, the Com. mittee decided that this opportunity of doubling the accommodation should not be missed, and promptly took the house, thus securing the whole block for the pur. poses of the Diocesan Girls' School. "Up the present the committee, which is largely composed of ladies, and of which the Bishop of Victoria is chairman, havo felt that owing to lack of accommodation it was useless to make any great effort to make the existence of the school more widely known; but they now desire to call the attention of the public to the many advantages which this school offers.

THE PHILIPPINES TRADE.

Proposed Restrictions on Foreign Shipping. According to a cablegram to the Munili Cableners an endeavour is being made in the United States Congress to aim a severe blow at British and foreign trade between Amorian and the Philippines. The cable, dated Washington, December 10, says :-- Senator William P. Frye of Maine, the most prominent champion of American shipping interests, has introduced a bill into the Senate providing for the exclusion of all foreign vessels from the Philippines American trade after July 1 of next year. In the same connection Frye desires to: legislate the Philippines as constwise to United States, thus making it illegal for any foreign bottom to engage in the trade, American maritime law provides that for eign vessels shall not be permitted under any circumstances, to participate in the American coast-wise trade. Hawaii and Porto Rico were recently made coast-wise to the United States and their shipping blanketed into the American registry to the exclusion of all foreign bottoms, and the same action is contemplated in regard to the Philippines.
