There was u com. plaint which was more boreditary than insanity, and the children of habitual drunkards were also likely to be not only drunkards but lunatics. It was often alleged that education, the advancement of civilisation, and the competition of the age were the causes of the increase of lunacy which had taken place, but in his opinion they had nothing to do with it. He had drawn up a number of general rates which, be believed, if adopted, would result in checking the progress of lunacy. To the first place, those who had been insane once 2103 should not be allowed to arty. There should be legislation for the coupulcory confumunt of habitual drunkaris.
