Trade of an appeal for seamen against the master's reports on their conduct and abili. ty, the Merchant Service Guild have once more emphatically objected to such a step being taken, and their opinions are embodi ed in the following Resolution, which was forwarded to the Board of Trade on Sep- tember 39 last : lascived that we, tho Merchant Service Guild, representing over tan thousand captains and efficers of the Marchant Service, emphatically protest! against the 'appeal' against a master's re. port on a seaman's conduct and ability which has been instituted by the Board of Trade. We rogard it as a etap of the most retrograde character, and calculated to have" lisastrous results as far as discipline and the master's authority on board ship are concerned. In order to avert this so far as possible, we exhort our members to arrive at their decisions en reports as to conduct and ability of seamen with, as, hitherto, justica and consideration, and, having done Ho, to decling to alter such reports under any consideration whatever.
