Messrs Lamke and Regge in their fort. nightly freight circular dated October 10, report:-Freights continue exceedingly dull. It may without fear of contradiction be stated that paying coast-charters cannot gol, Advices from neighbouring mar- kots are all alike unsatisfactory, tounage is surp ied and demand next to wil.

As for our local freight ranrket, it is ever materially affected by what requirements there are for tonnage from Saigon. The unfortunate fact that the last Indo-China rice crop is so short could but be expected to adversely affect freights as soon as de. mand would come to near ceasing, but some consoling factors in the shape of de- mand in other directions might reasonably have been counted on or anyhow hoped for. As it is, there are no such consoling. factors for owners crtime-charterers trade, just as present, would appear to be abnor mally slack in all the several directions.

The demand, so confidently expected, to spring up from the Yangtsze ports, first in September already and subsequently pre- dicted for middle of October, is not show-

In the Bangkok Hongkong trade,-where there used to be room for outsiders, (iu our issue of even date Inst year the local fixture of a steamer is recorded at 30/25 cents per picul), the two competing Gernin lines have it now all to themselves by thoir being contented to continue to look at quito nó- ninal rates, the big concern, that is fighting the comer, setting a lively pace: Inst freights accepted are as low as 82 cents from Bangkok town and Kohsichang res pectively for the fourteen hundred odd miles trip, steamer pays for stevedo rage ! It is reported at the same time, that, nevertheless, there is not much cargo- shipped, because of prices for rice here ruling low, good crops, being harvested in the two Kwangs. If this latter statement is in accordance with facts it will to some extent tend to curtail imports also from the North.

Turning to actual chartoring during the

THE WAR SCARE.

The Kobe Herald, takes the following messages from the Niron. They servo to show the feeling amongst u section of the Japanese, if nothing else. The absurdity of the first message is obvious. It is not likely that the Niroku correspondent would know that Lieut.-General Woropp'advoca- ted war oven if he did so :-

THE CHINA LIGHT & POWER

TIENTSIN, September 28. Lieut. Genoral Woropp, superintendent 1814 of the Military Bureau at Port Arthur, strongly advocates a declaration of war Against Japan and has had a detailed plan

of both defensivo audotlensive operations before Viceroy Alexeieff.

Four Norwegian steamers, fuded with English coal, arrived at Port Arthur yes- terday.

PEKING, September 29.

It is reported that Mr Lessar, Russiau Minister to Peking, will shortly call on Viceroy Alexeicff. The Minister is wait-

ing for the return of his secretary from Port Arthur before he leaves here.

Two Japanese were arrested at. Linoyang

a few days ago on suspicion of being mili- ary spies. They are still dotained in the military prison.

CANTON, October 9.

It gives uno a comfortable feeling to know that there are times when a China- man canuot squeeze' as much as he wants to, even if it does require the intervention

of other Chinese to prevent his doing so. The occasion for this remark is a little difficulty that the American China Develop- ment Company have met with in securing a site for the Canton terminus of the Fat Shan branch line. Several shop owners refused to sell some of the property that was required, alleging that their business was very remunerativo, which meant o£ course that they wanted greatly more for their land and shops than they are worth. Yesterday the Chinese officials put a period to their objections by sending runners to *seal' the shopa. And the wheel of progress will continue to turn, Mr China- man, nolens volens.

The only breaks in the line from here to Fat Shan are at the bridges, and work, on these is going on night and day. I have been told that probably it will be possible To run the construction train through from Canton to Fatshan by the middle of November. It is not now possible to give
