electric cab some four or five years ago, in the shape of the weighty and un reliable vehicles popularly known as 'buzzers' from the noise which accom- panied their running. We have now the electric cab in numbers and in greatly improved form; indeed they are the fashionable carriage but they are privately hired, and do not ply for the patronage of the general public, for which no motor cab is, at present available. The new petrol hansom looks a very practical vehicle. It has a hansour body at the rear of the four wheeled motorcar frame, and a little in front of it is the seat for the driver, before whom is a 12 h. p. motor under "the usual bonnot. The carriage has pneumatic tyres, and a long wheel-base, which will largely prevent sideslip. Its maximum speed is twenty-five miles an hour, though as the legal limit in London streets will next year be ten miles an hour, it will not often have a chance of using its top gear. It will be interesting to see the effect of the ten miles limit on the motor hansom. At present when a man is in a hurry to catch a train he calls a cab and tells the driver to go like blazes; and the man does so and does not get into. trouble. But under the ten mile limit, the man in a hurry will have the an noyance of seeing a bansom that could convey bim faster than auy horse drawn cab, but he will not be able to use it because of the speed restriction, which the chauffeur will be afraid to disobey. So that people who want us basten will take the horse-drawn cab because the driver has no fear of a fine for fast driving before his eyes, and the motorist will have.

in the memorandum: 'Only an extraordinary combination of fort- unate circumstances saved the Empire during the early months of 1900, and there is no reason to expect a repetition of such fortune, if, as appears probable, the next national emergency [finds us still discussing our preparations. But the public, thanks to the harsh lessons of the War, knows more about its Army than it has done for very many years, and has a deeper insight into its shortcomings. There has been a genera) quickening up in life, owing to the more strenuous struggle for existence, and even the War Office may find that its days of incompetence and slothfulness, wrapped in coils of red-tape, have at Irst come to an end. What is wanted in the War Office, as in most Govern ment departments, is the introduction of a few men of business. This is a terrible suggestion to those encrusted with the traditions of the Service, but the fact remains that one could not. manage a drapery-store on the lines of incompetence and ignorance of business methods which have characterised the administration of the Army. It will need a very strong man, backed by the whole force of public opinion, to reform the Army; but it must be done, and the sooner the better. The man who can evolve order and efficiency out of the present clmos, will.render a service to his country that should secure for him Justing fame.

Bangoon School-boys Strike,

The school-boy strike at Rangoon con- tinnes, and a monster meeting of parents nd guardians was held, on September 21. when resolutious were passed objecting to the forms of saluration required by the school authorities, In the afternoon a de- putation of one hundred parents and in- Buential members of the community met the headmaster of the Colloge, to whom a copy of the resolutions were handed for submission to the Director of Public In-

A Judge's Narrow Escape.

The Sta dard of the 5th ult. reports --Mr Justice Channell, who is staying with Lady Channell and family at Falmouth, was nearly drowned in the harbour while cruising in a sailing dinghy with a friend yesterday. The boat capsized, and the occupants were precipitated into the water, but they managed to cling to some gear until rescued by a passing pleasure steamer. The Judge was in the water a considerable time before a lifebalz was thrown to him, but he is little the worse for his imhzersion.

A WONDERFUL DISCOVERY. This is theage of research and experiment, when all uature, so to speak, is ransacked by the scientific for the comfort and happiness of man. Science has indeed made giant strides during the past century, and among the-by no means least important discoveries in medicine comes that of Therapion, particulars of which will be found in another column. This preparation is unquestionably one of the most genuine and reliable Patent Medicines everintroduced, and has, we understand, been used Ricord, Rostan, in the Continental Hospitals by Jobert, Velpeau, Maisonneuve, the well-known Chassaignac, and indeed by all who are the celebrated Lallemand, and Roux, by whoza it was some time since uniformly adopted, and that it is worthy the attention of those whorequiresuch a remedy we think there is no doubt.
