Japan is evidently no place for social- ists. Baron Rodoma, Minister of State for Home Affairs, states the Official Gazette prohibited, on Sept. 14th, the sale of a book entitled A Collection of Poems re- ferring to Socialism,' on the ground that it is injurious to public order, and copies of the book were ordered to be confiscated. Excursion to Macao.
With regard to the miscarriage to Hongkong of a portion of mail matter from San Francisco to Kobe recently, wo (Kobe Chronicle of September 16) understand that inquiries by the Post Office officials confirm our surmise that the mistake was due to carelessness on the part of those on the ship bringing the mails from Seattle. The bag or bags which wont astray were, of course, not landed at Yokohama, and were apparently undiscovered on the ship until sorting operations began at Hongkong. It will therefore be seen that no blame what ever attaches to the Post Office Officials in Japan, but we presume that they will take steps to find out who is responsible, so that a recurrence of such a serious delay may be
obviated.

In the matter of building new vessels, the Dock has had many successes. The popu lar river steamer Kinshan, which now runs to Canton, was turned out there. She is 310 feet long with a forty-seven feet beatn. The tug boat Robert Coke, which is well known in the harbour, and is said to be a stronger boat than any similar craft on the Thames, the Mersey, or the Tyno, and the steel tow boat for Blackhead and Co. were also constructed at the Dock. Then there is the stern paddle wheeler Therese, (built at the Company's Cosmopolitan Dock,) which was launched only a few weeks ago for the Red River trade in Tonkin.
