The War Commission's Report. The papers continue to publish extracts from the huge Blue Book on the evidence given before the War Commission, all pointing to inefficiency, unpreparedness, 1814 and lack of organisation.
It is believed that the report and ovidence will influence considerably the coming elections.
Fublic Schools in the War.
The record of the Public Schools in the War in South Africa' (Stanford) is oxamined by Mr A. H. H. Maclean, in the book which bears this title. with the aid of full statistics. It is a very interesting,juse- ful work, both to educationalists and parents, as it enables them to test the quality of the output of our schools. These are the writer's conclusions, amply support- ed by figures:-For the general excellence of their products, Wellington and Chelten ham stand unmistakably in a class by themselves. Their superiority made itself manifest in nearly every branch and rank With regard to the of the service. other great schools, Eton, owing mainly to the comparative failure of its younger ufli. cors, was beaten in the all-round quality of its contribution by Rugby, Haileybury, Marlborough, and Winchester, four schools between which there was little to choose.
The Plague in India.
The Times of Ceylon of the 4th inst. says:-The Punjab and Upper India may be said to be practically clear of Plague, for throughout the whole of that huge infected area there were only 31 deaths during last week. This is an improvement on previous years, and gives just a ray of hope to those engaged in an unequal fight. In Western and Southern India the picture is Still gloomier than it was a week ago; and in Bombay the disease is once more gaining virility after its hot weather lull, and is spreading like a pall over the Presidency. During a fortnight the mortality rate iu Bombay has increased by almost 100 per cent., and the total of 5,528 is only as yet Medras Presi- a comparatively small one. dency had 124 deaths, which is an advance on the previous week; as is also the total. of 1,174 for Contral India. The only reas- suring sign in the week's statistics is that the whole of Bengal has only 28 deaths and the United Provinces but 3. The total deaths last week were 7,872,

On the 22nd at 11.40a. The barometer has risen over E. Japan, fallen over SW. Japan and the Loochoos.
The depression is moving Northwards to the E. of N. Loochoo.
Pressure is high over the NE. part of the Sea of Japan, and still above normal over 8. China.
The barometer continues slightly low over the Philippines.
