According to recent statistics, Germa- ny heads the list as a reading nation, and Russia is falling to zero. In 1893, 23,607 books were published in Germapy, as com- pared with 8,082 in Russia. In regard to newspapers, the inhabitants of the United States are catered to by 22,000 journals,
while Russia, with a population of 130,000,000, hus only 80o. The figures are easily accounted for by the censorship. In Germany the actual number of professional writers is estimated at 12,000, of whom 400 are poets. In behalf of France the assertion is made that she provides the international literature, inasmuch as half the copies of French novels printed are exported, while two-thirds of her historic and scientific works also cross the frontier.

Rat Catching.
Yesterday afternoon at the meeting of the Sanitary Board, the President, speak-
ing on the rat return, said that more rats were being caught in houses than formerly, despite the fact that the total number caught was smaller. The number caught in houses during the last three weeks were
four, eighty-three and seventy-one. For the fortnight ending September 7, 653 mats were destroyed, twenty-two being infected with plague.

Limewashing Houses.
For the fortnight ended September 1 a total of 4,829 houses were limewashed, of these 3,199 were in the Western and 1,630 in the Eastern District. Fines to the extent of $1,370 were imposed.

A Peking despatch to the Jiji says that the war rumours from Russian sources are subsiding; but many military officers in North China are sending away their families and the Chinese coolics in Man. churia are leaving the districts in large numbers.

Russia's Leave Taking.
The Tientsin Takringpao states that Prince Ching has recently made a secret agreement in the name of the Empress Dowager to allow Russia to hold Manchurin for fifteen years, after which the three pro- vinces are to be returned to China without
any
conditions attached thereto.
The
Takungpao therefore does not expect to see Manchuria freed from Russian rule until
the millennium.
Rebellion Spreading.
The Sin Wun Po says that the Puking Grand Council has been informed by the Hunan authorities that the sub-prefectural city of Chinchow of that Province has been taken by the rebels and the present where- abouts and condition of the subprefect is unknown. Peking has again been informed by telegraph that the District city of Pei- hsien in Kwangtung, has likewise been taken by the insurgents.

It is estimated in Sofia that 150,000 wo- men, children, and old "men, are hiding in
the forests and mountains of Macedonia.
The Turks are stated to be burning the forests and killing the fugitives whenever they attempt to escape from the flames.
According to Bulgarian accounts from 30,000 to 50,000 Bulgarian inhabitants of Monastir are believed to have been mas- sacred by the Turks.

Vincenez Before the Court. Curt Vincener, who shot a chair coolie- at the Peak on the 3rd inst, was charged. before Mr J. H. Kemp, at the Magistracy to-day with shooting with intent to murder.

At the meeting of the Sanitary Board yesterday afternoon, when correspondence relative to the prohibition against importa- tion of dogs from Shanghai w's under consideration, the President pointed out that at a provious inceting the Board had resolved that in the event of no cases of rabies having occurred since February 3 the prohibition against the importation of dogs should be withdrawn. This resolution had been conveyed to the Government, and on the Government communicating with the Consul at Shanghai, it was found that twelve cases had occurred, consequently the President took it for granted that the prohibition should continue, and advised the Government to that effect.

In one shop we were shown some German sewing cotton at remarkably low price, but I was told by an experienced need lewoman that it snarls and breaks off mast provokingly, and that English cotton is well worth the price asked for it.

The depression in the China Sea to the Southward of Hongkong is apparently be- coming deeper and may give rise to bad "weather in the Colony.

Hongkong Tides.
The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tido-recording machine in the Wa- tor Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
