to be on quite an imposing scale, with the Mediterranean, Channel and Home Fleets and the Cruiser Squadron all cugaged, and every class of torpedo boat will also share in what are the most important exercises if we would have our Admirals possessed-of-as perfect a knowledge as is obtainable of sea war- afre without the actual use of weapons. It is easy for a commander to sit in a chair and plan out on paper how he would ariango his fleet to the best possible advantage, but be is apt to lose sight of the fact that the enemy would at the same time also be for- mulating plans which would entirely upset his own calculations. Such man- ceuvres also serve to show how many ships one man can effectively command and testifies to the suitability of any one man to assume command' in the ovent of necessity, Of course, ono cannot judgo exactly what would hap- pen in the case of an actual fight because with these instructive tactics the element of real danger, with its consequent effect on the spirits of the crews and of the Admiral's calm decision, is missing, but they are at least a preparatory step towards up- holding our supremacy on the sea if it should ever be contested, and, therefore, the Admiralty are to be congratulated on the full programme they have drawn
up.

The Kobe Chronicle of the 8th inst. says:-With reference to the report currens in Tokyo that Mr Bonar, the British Consul in Yokokhama, will shortly be transferred to Manila as Consul-General, and that Mr J. C. Hall, the British Consul at this port, will be appointed to succeed him at the northern port, we learn that no official information has been received in Kobe of any impending change as far as Mr Hall is concerned. We understand, however, that when Mr Bonar left Yoko-S hama a few weeks ago for The Hague, where he represents the British Govero- ment in the House-tax arbitration with .Japan, he had accepted the appointment of Consul-General at Manila, but he appears The to have since declined the offer.

It appears somewhat surprising that a matters Consular official specially trained in Japanese should be appointed to Manila, where his special knowledge will be of little However, with regard to the statement made affecting this port, as we pointed out yesterday, Mr Hall is not likely to be transferred to Yokohama unless the post there is made of superior rank,
