The Kobe Chronicle of the 8th inst. says:-With reference to the report currens in Tokyo that Mr Bonar, the British Consul in Yokokhama, will shortly be transferred to Manila as Consul-General, and that Mr J. C. Hall, the British Consul at this port, will be appointed to succeed him at the northern port, we learn that no official information has been received in Kobe of any impending change as far as Mr Hall is concerned. We understand, however, that when Mr Bonar left Yoko-S hama a few weeks ago for The Hague, where he represents the British Govero- ment in the House-tax arbitration with .Japan, he had accepted the appointment of Consul-General at Manila, but he appears The to have since declined the offer.

dated the 12th inst. fully confirms the report that the Russian women and children in Port Arthur have received official potice to send in their names to the authorities immediately, in the event of their desiring to return to Russia in case of war (says the The Malay Mail says that Mr Law N.-C. On the 27th at 11 55. The barometer has risen over E. Japan and is inclined to fall over the Loochoos and the China coast. Pressure is highest over the Sea of Japan and over the S. part of the China Sea, and relatively low over the middle part of the China Sea and the Pacific to the E. of N. Luzon.

Gradients slight with light to moderate. E. and NE. winds in the Formosa Channel and over the N. part of the China Sea.
