teaching of public health. statistics, says HENRY CLAY the Report, would appear to show that progressive improvement of the national health has storily followed the improved conditions of life which have been brought about by the advance of sanitary knowledge and its practical application. It has also boen pointed out that athletic records are constantly being broken for all sorts of fests of strength, agility, and enduranco, freto which would seem to indicate that the- physique of the well-to do classes, at least, is improving rather than deteriorating. It is nevertheless true, and the fact is a dis- turbing and disquieting one, that a very large proportion of the men who offer them- solves for onlistment in the Army are found to be physically unfit for Military service. Examination of a series of annual tables, says General Taylor, shows that the proportion of the different classes mains remarkably constant from year to year, and the figures indicate that the bulk of our soldiers are drawn from the unskilled labour class, and consequently from the atratum of the population living in actual poverty or close to the poverty line. In consequence of disputes having arison as to the assessment of property, the Council is appointing a Land Commission of three Foreigners to assess all property and rentals. Their decisions will be final and binding, One member is to be nominated by the Council: one by the Foreign Ratepayers: and one by the Chinese Ratepayers. They are to bo nominated before the 31st of August, and taxation on this new assess- ment will take effect from 1st January, 1904. In the event of any Chinese not agreeing with the decision of the Com- missioners, the Council has power to deport them from the island.

OF THE NORDDEUTSCHER LLOYD, having arrived, Consignees of Cargoure here. by informed that their Goods, with the ex- Seption of Opium, Treasure and Valuables, are being landed and stored at their risk into the Godowns of the HONGKONG AND KOWLOON WHARF AND GODOWN COMPANY, LTD., Kowloon, whence delivery may be Jblained.

-Optional cargo will be forwarded unless notice to the contrary be given before 10 a.m. To-morrow.

No Claims will be admitted after the Goods have left the Godowns, and all Goods remaining undelivered after-25th August, will be subject to rent.

All broken, chafed, and damaged Goods are to be left in the Godowns, where they

will be examined on Tuesday, the 25th August, at 9.30 a.m.
