An English friend who speaks Russian fluently gave us valuable advice and assist- ance in the cpgaging of berths on the train and as the carriages on the train from Lake Baikal to Moscow were of the same pattern as those from Dalny to Lake Baikal, I will describe them more fully now so as to have repetition.

As regarda language, Russian is, of course, prodominant as far as the German border,

though some train officials speak German

and French. An Englishman who can speak none of these languages should not hesitate to take a small English-Russian phrase book, which will be found of great use, even if only to point to items as occa- sion arises.

All money for the journey should be in hand at starting as there are difficulties in the way of replenishing one's supply on the way even when carrying a letter of credit. We found no difficulty in passing Russian money in Germany, and in Belgium, and in Franco a reasonable exchange can be got at

the moro important stations,

Travellers by this route should tako their own soap, towels, mirror and Koatings," and unless they havo a liking for Russian cigarettes, a supply of tobacco and cigars sufficient to last for the whole journey. It is hardly necessary to say that the older one's clothes are the better, as a good deal of dust, inseparable from railway travelling, is sure to be met with, and any old garments are much appreciated by platelayers and others on the line.

The Customs officials at the Russian, German, Belgian, and French frontiers were all exceedingly polite and never asked to see the contents of our baggage.

The speed of the trains from Dalny to the borders of Russia was varying between 16 and 30 miles per hour, the latter vory On the continent rarely being reached.

one-

the speed frequently reached 50 miles. The Russian verst.' is equal to two-thirds of an English mile. Tolegraph posts in Manchuria, Siberia and Russia are plac ed one-twentieth of a verat or thirtieth of a mile apart AD tha the speed of the train can easily be ascertained. The posts are numbered 02 from station to station thus:-

Or 462 123 the upper number donating the year in which the pole was erected and the lower one the number of posts to the next or from the Inst station.

From all accounts the munth of June is the best time to travel and we were particu- Jarly fortunate with the weather, only having one wet day which did not inconvenience us in the least. The country too must have been at its best and although such enormous tracts of plain and forest must be somewhat monotonous, there are stretches of very fine -scenery especially among the Kinghan and

your colleagues on the Board have initiated by the formation of the Marine Insurance Account, I, for one fully endorse the wisdom that dictates priidence in adopting which wo shape a course to strengthen and consolidate our position. On the basis of this principle must our future prosperity- be built. To be able to dock approximate- ly 10 per cent of the entire shipping entering this port is, indeod, satisfactory. Assuming that the tonnage of the Port should increase at the sams ratio as it has done, and that the business of the Company should correspondingly increase, the work we may have to handle, should about double itself within the next 10 years, Hepco, it is that I fall in entirely with the proposal that the lengthening of the No. 1 Dock at Kowloon should not be longer deferred. The announcement that atten- tion has been given by the Board to the general question of shipbuilding is par- ticularly pleasing. That this industry can he made a remunerative one under judi- cious mangement, future reports should furnish ample testimony. At no time in the history of the Company has more implicit confidence rested with the Chairman and the other members of the Board than at present, and under their able direction I think we may safely leave our affairs to be maintained at last in their present satisfac- tory state and in all probability to be greatly improved as opportunity arises. With these few remarks, I have much pleasure in seconding, the motion for the adoption of the report and accounts.

I am to point out that the passage money is the only benefit derived by this Colony from this coolie traffic, and the profit on it is not large enough to allow of any further expenses being incurred by the steamship owners. Neither can the emigrating coulie afford to do anything in this direction through want of necessary capital.

My Committee feel compelled therefore to suggest that if Chinese labour is neces- sary in order to supply the labour market of your Colony it would doubtless be to the advantage of the Singapore community to found a segregation camp on one of the numerous adjacent islands, where the coo- lies could bo landed free of any further cost or delay to the carrying steamer: The transfer of the coolies into Singapore could then bo regulated in accordance with the requirements of your Colony and at the ex- pense of those employers of labour who pro- fit by their employment,
