rensons are set forth to recount for this state of affairs, and as regards this particular year, thedeplorable weather is said to be answerable to some extent. Then, and what sounds more fensible, there is the fact that whereas "it was 718 formerly the custom for country ladies to come up to London to do their shop ping, there are now so many and such well-stocked establishments in all the provinces, that this is no longer,neces- sary and the inhabitants of any parti cular place look upon it as a right that the landed-gentry-should-patronise the local shops. But there is another more serious cause, and one which has affected almost every industry in the country. Since the way there has been a real and very felt shortage of money, and cus tomers who wore formerlyfthefmainstay of our largest emporiums can no longer afford to spend so much on dress and There has been a long: Jewellery, continued depression on the Stock Ex- change, and, as a matter of fact, I know of several young men who were really well-to-do at one time, but who now say they cannot make a pound a weekfout of it. The tremendous com- petition from abroad is an important factor, the manufactured goods we re- ceive comparing very favourably as regards material and cheapness with our own and very often surpassing us in Simiriness of cut and style. Firms, which formerly retained their best employes through all ups and downs, are now reluctantly dismissing them, and at the same time hold out but faint hope of
their reinstatement:

Bangkok does not want any outside ton- nage.
To load at the Philippines for Japan, enquiries have ceased for the present, but there has been a fixture, the first charter this season, from Iloilo to this port, at a lumpsum, equivalent of about 12 cents per picul.
There is an unsatisfied demand, more or luss for forward loading, for tonnage from Java, both for this port and Japan, at low ratos, varying according to quantities offering by the several parties, and whether cargoes consist of wet and dry, or dry sugar ---only---Circumstances that obtain - make it difficult or well nigh impossible

Distressing cases of need are common, more especially in the families of decensed Officers; and the South African War has left many a widow with but too scanty means for providing her children with such an education as will enable theni to make their way in the world,
The education to be given in the Imperial Service College is intended to be of thoroughly practical character; and a spe.. cisl feature will be a Colonial Side, in which boys will be prepared for practical pursuits in various parts of the empire.
The creation of such a School must ne- cessarily be beset with enormous difficul ties. Land may be bought, buildings may be erected, but the birth of a living school, spirit and good tradition, is not the work of in full working order, with wholesome a day, nor is it solely a matter of money.

We have no intention of dealing with his experiences in Guiana, the West Indics, Australasia OT Newfoundland, although they form three-fourths of the book and are by no moans the least en- trancing portion of his life-work. To us in Hongkong, the chief interest, naturally enough, is in the section
of the book dovoted to Sir William's re- sidence here. These who have partaken of the hospitality of Government House white Sir William and his good lady lived there will not readily forget the geniality and graciousness of the host and hostess, and while we felt it our duty often to disagree with Sir William's policy-or the action he had to take in consequence of instruc- tions from imperial. The Governor highly appreciates the good work they have done by inducing their neighbours to take precautions against the spread of the plague-precautions that he hopes may have been the means of saving the lives of some among them:-
