The development of commerce in the future lies in the exploitation of the Far East. Therefore the United States can- not permit any Power to monopolise China or any other part of the Far East.
In the commercial race of the future, Mr Chauncey Deper considers Great Britain's colonies must be takell inte m count. They will develop in the future if they have got meu of initiative and grit,
June 22, Mr B Copeland, Agent- General for New South Wales, in the course of a letter to the Times, suggests that a national and Imperial referendum should be "jakten on November 9 (King's Birthday), 1904 or 1905, to test Mr Chau- "borlain's policy of preferential trade without. the element of party strife and prejudice intruding.
Tho questions which it would bo ad visable to ask the electors of the United Kingdom are, be considers, —-
1. Whether they are favourable to raising more revenue by means of moderata import duties, afford- ing some advantago to British over foreign manufactures ind productions,
Whether they are favourable to assisting the union of the Empire by means of preferential tariffs between the motherland and the colonies.
It would be only necessary, Mr Copeland says, to submit the second proposition to Imperial electors outside the United Kingdom.
The Defence Committee of the Imperial Federation League, in connection with Mr Chamberlain's proposal for preferential trade, contends that the granting of pro- ference to colonial trade in English mar- kets ought to be part of a scheme of Imperial reform, providing for a more equitable distribution of responsibility, and the cost of protection of British trade in war time.

CANTON, July 24,
It is a question whether, under the altered conditions in which we now live, some chango is not desirable in our fiscal policy, some change towards closer fiscal relations with the Colonies. It must be regarded from the standpoint of the whole Empire as an entity, not, as in the days of old, from the isolated pinnacle of a narrow minded insularity, which surveyed the Colonies as burdens to be got rid of, and not as supports and helps. To-day, all this is changed, and it is recognised that the destinies of the Mother Country aro indis. solubly bound up with the Empire at large, and of the Empire at large with the Mother Country.
