I fully admit the desire of the Government in this and other matters to do their best for the public interests, but it seeins to me that perhaps the cost to us has been some. what overlooked. It does not seem very clear that it is a needful matter to delay the construction of these two buildings because this Colony, like many a prosperous in- stitution runs on a debit balance, and ve could not do that unless at a-charge of 5 per cent. The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea lovel.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Limont Dock, Aberdeen,, ndd 10 feet 6 inches to the height given in the table.
