The French Budget. June 18.-M. Rouvior, the French Minister for Finance, made his Budget speech in the Chamber of Deputies gestor, day. The deficit under the present system of taxation for the year 1904 is estimated at 58,000,000 fanes (£2,320,000).

The deficit will be met by augmenting the yield of certain taxes, coverting the deficit in to a surplas of 100,000 francs (£44,000).

Elections in Germany.

The general elections in the Gorman Empire are in progress. The chief issue before the o ectors is the future customs policy of the Government.

The leaders of the iron, electric, cotton, and wool industries, hoping to delay the realisation of Mr Chamberlain's policy of preferential trade, are striving to return non-protectionist candidates.

The said Debentures to be issued in the shape of Bonds for $1,000 or $100 each at the Dobenture holders' option respectively, but so that the aggregate amount, in value of such lebentures taken together shall not exceed the sum of $20,000. The said Debon- tures to bear interest at the rate of 8 per cent. per annum to be computed from the date of actual issue to the respective holders there- of and to be repayable within 5 years from and after the date of such actual issue in manner following that is to say, No portion of the smount paid in respect of any of such Debentures shall be repayable during the first three years following the date of the actual issue thereof but upon the expiration of such period of three years there shall be repaid in respect of each Debenture to each and every holder thereof (a). Hongkong Tides.

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide the Victoria Naval Yard nid 3 gauge at
