Empress's chief advisers in her mad attempt to drive them into the sea.
Li Ping-hêng arrived in the Valley in April 1900, travelling overland from Pe king and calling on the way at Wuchang and Nanking to see the respective Viceroys.» These visits paid, he came down river to inspect the Lower Yangtze Forts, Orders- had preceded him that all foreign uniforms were to be abandoned by officers and men alike. The inspection of infantry and artillery at Woosung was completed about the 18th May, and Li Ping-hong then pro- ceeded to Soochow to interview Governor Lu Ch'uau-lin. News arrived at this time
hong proceeded immediately from Spochow of the fall of the Taku Forts, and Li Ping" to the Kingyin Forts, arriving there on the evening of 2nd June. During his stay at Soochow, he must have had emis- sario at work in the neighbourhood of Shanghai, Sonchow, Wusich and other place, giving instruction in Chinese sword and
spear drill, for much practice in that line of fighting sprang up suddenly on his arrival.
The 23rd June was the day on which the foreigners in the Yangtze Valley were in the graveat danger. Two days before, Dr Geo. C. Worth and the Rov. T. Me- Ginis hard received letters so threatening that they left Kiangyin with their families. Early on the morning of the 23rd, Li Ping- her called on General-in-chief Li and gave him orders to open fire on the first foreig vestel which should approach the Kingyin Forts. Hnd this order been carried out, it is difficult to surmise the future of foreign property in Shanghai and the Valley 1382 generally. Possibly it might havo meant
the end of China as a nation, for the for eiguers must have been victorious in the end. Atall events there would most likely have been great, if not greater, destruction in these provinces than befell in the north. Happily General Li had the cour- age to disobey his instructions. No sooner had L Ping-hong left his camp than the General einbarked on the cruiser Kaichi' and made full speed to Nanking to inform Viceroy Liu Kün-yi. News of his departure reached Li Ping-hông, who immediately gave chase in another cruiser. But Gener- ali had taken the fastest boat available and had 16 hours start when La Ping-- hing arrived at Nanking everything was settled. The Empresa commisioner had lost his game and knew it, he proceeded north. atmost immediately, and nil danger to foreigners in the provinces under Viceroys Iu Kun-yi and Chang Chih-tung was WIRE passed.

Li Ping-heng's report concerning General Li to fe Empress can be imagined. About a year later the Genera! was ordered with his whole brigade to go North. He could not, without openly rebelling, prevent his health remained himself in safety away from the capital. The service he rendered. his country will only be known by his com- patriots when reform, which is surely com- ing, has made its way among the people. In after years perhaps history will record how he disobeyed orders and saved his country,
It is well that foreigners should know what they owo to General Li, the Com- mandor at the Kiangyin Forts."

FREIGHT MARKET.
Messra Lamke and Rogge, in their freight Market report, dated Saturday,
4th July, state :-..
The freight market for coast charters continues in the same unsatisfactory stato as laat reported. Enquiries for tonnage there are few, and rates are low,
THE CHINA MAIL.
THE CHINA LIGHT & POWER
Concerning Saigon, Arrivals there of grain from the interior continue small and inadequate for requirements, and export business and chartering is therefore on s much smaller scale than is usual by this time of the year. Some steamers accepted 45 part at only 10 cents, later 11 cents was paid for a small boat, and with a somewhat

it does not pay to go to Saigon for anything
Tike such freight, still, stoamers bound FRONTIER MIXTURE
there with cargo, make the beat of obtain. able rates. From Saigon to the Philip pines, & few fixtures wore done at 24, 25, 22 and 20 couts, which also are rates that
do not pay.
Bangkok advices indicate cargo to be a little more plentiful lately, but linora can manage to accomodate shippers.
From the Yangtaze ports, enquiry after tonnage has subsided entirely as far as non- liners are concerned, excepting a charter
that was secured for a boat of about 38,000 piculs from Hankow to Swatow, lump-sum, Taols 8,500 —, less usual rpductions.
There has been further business from Iloilo to Japan at 25 cents, and a charter has been done locally for end of July- early August loading of a steamer from Java to Japan, about 5,000 tons sugar at 33 cents per picul,
Newchwang has had a couple of fixtures for Canton at 22 cents, and for Amoy at 25 cents, usual terms.
Turning to coal freights, Hongay to Canton has been done at $1.90, and A charter Hongay to Amoy at $2.60. Hongay to Shanghai is reported to have been arranged at the latter port at only $2 19
Japan has fixtures from Moji for Hong kong at $2.00 per ton: for Swatow last rate of $2.25 has been repeated.
For Singa- poro, business has been done at $2.25. From Karatzu for Manila $3.50 has been paid for a small carrier, prompt.
On time, in view of the wretchedly low freights ruling tripwise and prospects generally, speculators are not tempted to operate, and demand for legitimate wants locally there would seem to be none just at present. For Port Arthur account light draft Norw, boat of about 1,350 tons d. w. cargo capacity has been chartered in this warket at $4,800.00 per month, 6/6 months. Under the heading of Sailers there is nothing new to advise for this issue.

In their statement of claim plaintiffs declared that they were interested to the amount of $5,500 under a marine policy of insurance made by the defendant on June 23, 1902, on certain perishable goods shipped on the steamer Zofire. The goods were insured against the perils of the sea, at the rate of 2 cents for $100. A notice of abandonment was given hertly after che arrival at Manila of the Zagro by the plaintiffs representatives to defondants at Bladila. After such notice the defendants agent agreed to take over the damaged goods as a total loss and requested, the plaintiffs' representatives to dispose of the same on account of defendants. The goods wore accordingly sold and realised, after payment of expenses, the net sum of $2,087.21, leaving a deficit of $4,402.78, of which amount 83.725 42 was payable by the defendants. The plaintiffs claimed 83,725.42, andaise interest on that amount from 29th June 1902 until payment of judgment.
