Li Ping-hêng arrived in the Valley in April 1900, travelling overland from Pe king and calling on the way at Wuchang and Nanking to see the respective Viceroys.» These visits paid, he came down river to inspect the Lower Yangtze Forts, Orders- had preceded him that all foreign uniforms were to be abandoned by officers and men alike. The inspection of infantry and artillery at Woosung was completed about the 18th May, and Li Ping-hong then pro- ceeded to Soochow to interview Governor Lu Ch'uau-lin. News arrived at this time

hong proceeded immediately from Spochow of the fall of the Taku Forts, and Li Ping" to the Kingyin Forts, arriving there on the evening of 2nd June. During his stay at Soochow, he must have had emis- sario at work in the neighbourhood of Shanghai, Sonchow, Wusich and other place, giving instruction in Chinese sword and

spear drill, for much practice in that line of fighting sprang up suddenly on his arrival.

The 23rd June was the day on which the foreigners in the Yangtze Valley were in the graveat danger. Two days before, Dr Geo. C. Worth and the Rov. T. Me- Ginis hard received letters so threatening that they left Kiangyin with their families. Early on the morning of the 23rd, Li Ping- her called on General-in-chief Li and gave him orders to open fire on the first foreig vestel which should approach the Kingyin Forts. Hnd this order been carried out, it is difficult to surmise the future of foreign property in Shanghai and the Valley 1382 generally. Possibly it might havo meant

the end of China as a nation, for the for eiguers must have been victorious in the end. Atall events there would most likely have been great, if not greater, destruction in these provinces than befell in the north. Happily General Li had the cour- age to disobey his instructions. No sooner had L Ping-hong left his camp than the General einbarked on the cruiser Kaichi' and made full speed to Nanking to inform Viceroy Liu Kün-yi. News of his departure reached Li Ping-hông, who immediately gave chase in another cruiser. But Gener- ali had taken the fastest boat available and had 16 hours start when La Ping-- hing arrived at Nanking everything was settled. The Empresa commisioner had lost his game and knew it, he proceeded north. atmost immediately, and nil danger to foreigners in the provinces under Viceroys Iu Kun-yi and Chang Chih-tung was WIRE passed.

Newchwang has had a couple of fixtures for Canton at 22 cents, and for Amoy at 25 cents, usual terms.

Turning to coal freights, Hongay to Canton has been done at $1.90, and A charter Hongay to Amoy at $2.60. Hongay to Shanghai is reported to have been arranged at the latter port at only $2 19

Japan has fixtures from Moji for Hong kong at $2.00 per ton: for Swatow last rate of $2.25 has been repeated.

For Singa- poro, business has been done at $2.25. From Karatzu for Manila $3.50 has been paid for a small carrier, prompt.

On time, in view of the wretchedly low freights ruling tripwise and prospects generally, speculators are not tempted to operate, and demand for legitimate wants locally there would seem to be none just at present. For Port Arthur account light draft Norw, boat of about 1,350 tons d. w. cargo capacity has been chartered in this warket at $4,800.00 per month, 6/6 months. Under the heading of Sailers there is nothing new to advise for this issue.
