Again there has to be recorded the creditable fact that not a single man fell out. They had all worked admirably. 'Of course,' our (Times of Ceylon) repro- sentative was informed, we find it a tremendous strain. In fact, these trials | ought never to take place in the tropics."

As regards the engines and boilers, there were absolutely no defects in the sixty hour's run. The excessive loss of water, which is supposed to be inherent in the Belleville boiler, has been noticeable by its absence. In fact the Europe is better for water than the Spartials, which on the out- ward voyage used 24 tons a day, against 20 tons used by the Europa. On the whole, therefore, the trials have proved eminently satisfactory. When the trial was finished the Captain fell in everybody, and, in course of a very complimentary speech, con- 1267 gratulated officers and men on the manner which they had worked. The Europa would have reached Colombo entlier than she did had she not met with monsoon

is still filled witd hatred against her guests and uses these social amenities merely to cloak her future designs on them. In out- ward appearance her Majesty seems to be exceedingly earnost in her desire to streng. then towards Chins the friendship of the

foreign representatives, and to do so gives banquets and bastows presents upon them, but her heart really entertains nothing but the bitterest of rancour against all foreigners. It vividly reminds one of her conduct in the summer of 1900, during the siege of the Legations, when she, on the one hand, sent gifts of watermelons and other fruit to the beleaguered garrison, while on the other, she poured in other presents in the shape of rifle bullets and

cannon shot. It is to be apprehended that this aeual state of things is really un- known to the foreign ropresentatives in the Legation. Now almost every one knows that the masses in these Northern provinces of the Empire are an uncouth and ignorant lot with whom it is difficult to reason, hence should the least thing untoward happen an immediato, repetition of the horrors of 1900 can easily bó imagined. Their Majesties pass thoir days enjoy. ing themselves with witnessing theatricals and in eating and drinking; they seem to care naught for the country or for the welfare of their subjects. When audiences are given to high officials, whether of the capital or of the provinces, the topics of conversation before the Throne are only unimportant trivial matters. Should any ope venture to touch upon such important matters as the government of the [TO- vinces, or on international relations, the countenance of the Empress Dowager be- comes stern at once and her words are sharp. The culprit immediatoly - finda himself neglected and he is thon granted no more audiences. From what the writer-pf these lines can judge the present regimo cannot become a guarantee of peace for much longer. The days of dissolution are hastening on and China is soon to become liko Corea, nay, even worse than Corea if the present regimo įbe allowed to last any longer. Believe me, the above has been the result of careful observation and deep study by me, and these are not the words of a hastily formed opinion, and it behoves foreigners to study the question also seriously and not be again caught napping as in 1900.'
