THE STRAIT TIN TRADE.

American Scheme to Capture It. The Singapore Free Press of the 10th inst. saya :-We are enabled to-day to mako the following very impofiant statement concerning the tin mining industry of the Federated Malay States, Fupplemented as that is by the tin-smelting industry now carried on largely in the Colohy, at Singa pore and Ponang.

the Government of the Federated Malay States have always maintained close contro over the production of tin, to which they owe so much of their prosperity and pro- gress. Prior to 1887 the

587 the export of tin ore was prohibited, but this rule was relaxed in so far that export for melting within the limits of the Colony permitted. The Gov ernment are now about to emphasise these conditions by imposing a prohibitive duty on exports of tin are outside the Colony.

The grounds for this action are obvious. to any one familiar with the tin trade and with the history of the Native States, The Government of the Federated Malay: States cannot allow any change to occur in the conditions of the Straits Tin trade

PUBLIC

AUCTION.

THE Undersigned have received instruc Tious from The REGISTEAK, SUPREME COURT, to Sell by Public Auction, FOR ACCOUNT OF THE ESTATE OF THE LATE F. O. EDLIN,

on.

If such a trade were permitted to be es- tablished the possible effects on the. Straits might be disastrous. The smelting and refining of tin in America would be consi dered as a new industry. Protection would eventually be sought, and could not be re- fused. An import duty on the metallic tin. as shipped from the Straits would be im- posed. And forthwith the American market, by the more operation of such a duty, would be closed to everyone but the American smelters.

The effect on the Straits can easily be estimated. At present America consumes 70% of the whole of the Straits production, the comsumption is rapidly growing, and in a few years will probably equal the Straits output. If the Straits have to find an out- let for at least 7% of their production through the single channel of the American smelters, what will be the position of the Tir. mines vis-a-vis the American smelter? Obviously, the position will be at the mercy of the exporter of ore, as the 'man' who buys 70 per cent of the production will be able to make prices what a likes, s agaiust the buyers of 3 per cent, and the miner. It is also obvious that whereas the Straits now possesses ample facilities for smelting a much larger production than now exists, the removal from the Straits of 77% of the ore would cause the disappearance of full two- TRAVELLING TRUNKS, BOOKS, CLOTHING, thirds of such smelting facilities, and if this occurred the position of the miner would got worse and worse.

Under these circumstance sein anyone doubt, in view of the position of affairs in Amarica to-day; that our production of tin and the trade of the world in tin would become the plaything of one of the gigantic Trusts whoso operations are directed to ex- tort he utmost from the consumer, while paying the minimum to the producer, and

POLICE PECULIARITIES-THE CRUSADE

AGAINST THE Publicans,

To the unprejudiced observer who has calmly studied current events during the past few weeks, it would appear as though many of the residents of Hongkong have not a full and complete appreciation of the Board which has been appointed to rule over their sanitary destinies. Some have boen railing and storming against the members in terms of indignation must pro- found; have rushed headlong into print, and, in columns of small cold type, above noms de plume almost as convincing, and influential as Pro bono publico and Puter familias, have sought to pillory the Board its doings up to public ridiculo and contempt. Let it bo at once understood that the writer does not hold a brief for the Board. He is animated by nothing more than a desire to seo the Board hare a fair and squaro deal to point out to the dull minds of those who see it not that the members are acting strictly within their province, and in accordance with their obvious duty, in assisting in the cultivation and propagation of a healthy breed of mosquito on the

Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an sử- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during

the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty

Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to

the height given in the table.
